Duties
Responsible for the acquisition and evaluation of existing facilities, vacant properties, surplus or excess facilities and other available sites. Contacts and coordinates with all levels of Federal, state and local governments in the exercise of surveying and identifying properties of FPS use. Conducts public and makes presentations often to non-receptive, uncooperative audiences. Meets with the general public and officials of the community to explain programs, goals, and plans of the FPS. Does research for and prepares environmental studies including environmental impact statements and environmental assessments. Recommends and carries out public relations strategies to encourage public support for correctional facilities. Responsible for assisting with the development of policy, providing advice, guidance, training or evaluation for programs in field institutions.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2)a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are:
Has assisted in reviewing and drafting statements of works for projects that require environmental mitigation. Also, conducted public meeting often to non-receptive uncooperative audiences. Met with the public and officials of local communities to explain programs, goals and future plans of the Bureau of Prisons.
Has met with and worked with technical mid and top level program personnel, contractors, representatives from other agencies, etc., to achieve the necessary cooperation, coordination and provision of resources not under the control of the Construction and Environmental Review Branch.
Has negotiated and settled matters involving significant and controversial issues. Participated in conferences and meetings involving environmental problems or issues of considerable importance. Has reached common ground with other federal agencies to solve problems with a satisfactory solution which can often involve persuading the other parties to compromise or negotiate a suitable alternative. Has met with property owners to discuss acquiring their property.
