Employee will serve as a Health Care Education Officer - Supervisor aligned within the Education and Learning Resource (ELS), Ambulatory Care Center, located at the Chalmer's P. Wylie Veterans Affairs in Columbus, OH.
Duties

Duties will include, but may not be limited to the following:
Direct Supervision:
Develops, implements, and evaluates developmental programs and training at the facility.
Supervises and oversees the work of staff assigned to ELS, supporting educational and training programs to include Nurse Educator, Instructional Systems Specialists, Education Program Specialists, facility leadership development, school at work, and higher education programs for staff.
Utilizes a matrix reporting structure and provides direct oversight to all licensed position within ELS.
Development and Implementation of Programs, Policies, Procedures, and Criteria:
Oversees various programs: Clinical Employee Orientation, Succession Planning Initiatives (i.e., School at Work; Leadership Development; Clinical Education); All Employee Surveys).
Develops programs to ensure that quality provisions are planned, developed, and evaluated to identify, promote, and implement programs for the workforce.
Provides policy guidance and advisory assistance in the development of strategies for applying developmental and training programs.
Develops, analyzes, and interprets criteria and data to determine quality and effectiveness of ELS programs.
Develops reporting procedures and measurements in clinical or business processes to identify problem areas or inherent weakness in work processes, procedures, information systems and content. Develops indicators to provide objective evidence of the effectiveness/quality of procedures and controls.
Investigates and analyzes adverse workforce trends or conditions and recommends corrective actions.
Designated Learning Officer:
Leads in creating a culture of learning and education to address workforce needs and performance gaps.
Leads and coordinates the local conception, design, development, implementation, and evaluation of employee learning programs.
Advises on education/training program budget and implements action to resolve budgetary shortfalls.
Supervises education specialists, provides administration and oversight of staff, and directs the staff education programs.
Conducts studies and special projects related to educational and training programs.
Chairs and serves on committees.
Performs other duties, as necessary.
WORK SCHEDULE: Monday-Friday, 8:00am - 4:30pm
Telework (Ad-Hoc): VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this Health Care Education Officer - Supervisory GS-12 position, applicant(s) must meet at least one of the Basic Education Requirements, plus the Specialized Experience.
Basic Education (TRANSCRIPT REQUIRED):
Requires a Bachelor's degree (or higher) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
AND
Specialized Experience: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes: developing and analyzing education and training developmental programs for facility workforce/employees; providing policy guidance and advisory assistance in the development of strategies and long-range plans for the programs; developing reporting procedures and measurements of education and training programs to identify problems areas or inherent weakness in work processes and procedures; and advising on education and training program budget.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required (i.e., educational conference room evaluations, preparation, and configuration support when needed).
