Duties
Summary:
The primary purpose of this position is to function as the installation's testing program manager and educational advisor. Responsible for oversight and administration of the Air Force Military Personnel Testing System (AFMPTS) and Voluntary Education Testing Program. Provides educational and vocational advisement incorporating testing requirements and establishing career plans and goals.
Duties:
Counsels military personnel, dependents, and eligible civilian personnel on military and academic testing programs and provides advisement on career development and voluntary education programs.
Manages and administers the installation level testing programs, which include all military tests (WAPS, CDC, EDPT, TBAS, AFRAT, HAZMAT, etc.), the Credit-by-Exam program (CLEP/DSST), civilian testing programs, such as FAA and Pearson Vue testing, and any other required tests IAW with applicable directives.
Manages the Foreign Language Proficiency Pay & Bonus (FLPP/FLPB) programs.
Administers military personnel tests for mission-specific requirements related to procurement, aptitude, promotion, proficiency, and qualification standards.
Performs a variety of administrative support duties for the Education & Training Section.

- Work may occasionally require travel away from the normal duty station to administer tests to personnel assigned to geographically separated units (GSUs) or conduct briefings in various settings such as conferences.

- Incumbent is required to obtain a security clearance for access to WAPS material.
- A bachelor’s degree that includes or is supplemented with study in education or a subject-matter field appropriate to the position is required.
- Incumbent must annually review test control videos.
- Knowledge of applicable Air Force Instructions (AFI) is desired.
- Incumbent is required to obtain network access, including administrator privileges, to maintain the test room.
- Must be able to obtain and maintain a Secret Security Clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants have a degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.
Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
Teaching methods: Study of teaching strategies and learning styles of the adult learner.
Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. Note: you MUST submit a copy of your transcript(s).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of a wide range of education theories, principles, procedures, and practices of secondary, adult, or continuing education to counsel on the applicability of each academic test and other required tests; 2) knowledge of several standardized military personnel rules, procedures, or program operations to counsel on military careers and the impact the military personnel testing program has on careers; 3) knowledge of Air Force career development and training concepts, principles, and policies to counsel and assist with establishing professional goals; 4) knowledge of regulations, directives, policies, and procedures to accomplish responsibilities regarding the receipt, storage, handling, packaging, mailing, and destruction of CONTROLLED TEST MATERIAL; 5) knowledge/experience with the Air Force Automated Education Management System (AFAEMS), the Military Personnel Database System (MILPDS), and Case Management System (CMS) to maintain Airmen's records; 6) skill to apply professional knowledge of college degrees and curriculum to effectively counsel and assist with establishing personal and educational goals; 7) skill to develop working relationships while dealing with diverse military, civilian, professional, and technical populations; 8) verbal and written skills to prepare publicity materials and present informational briefings/presentations.

EDUCATION: Applicants have successfully completed two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree directly related to the work of the position. Note: you MUST submit a copy of your transcript(s).

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of education and experience to qualify for this position as long as the computed percentage of the requirements is at least 100%. Note: you MUST submit a copy of your transcript(s).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements.
2. Professional knowledge of college degrees, curriculum, and education theory and continuing education practices.
3. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS.
4. Skill to access, input, analyze and modify automated data impacting testing program's adequacy and/or deficiencies and accuracy of testing-related data.
5. Ability to utilize counseling principles, concepts, and methods to advise individuals on the applicability and availability of various testing programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
