You will serve as a Security Specialist (Communication Security Alternate Manager) in the Naval Aviation Warfighting Development Center (NAWDC) of NAVAVNWARDEVCEN.

Duties

You will be required to comply with the DON Cyber Information Technology (IT)/Cyber Workforce (CSWF) Program requirements of SECNAV M-5239.2 You will be required to earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) You will be required to participate in a continuous learning program as described in SECNAVINST 1543.2. You will maintain a minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan. You will host and/or train hosting and/or attending various Naval Aviation Requirements Groups, Strike Weapons Improvement Program (Strike WIP) and tactics analysis teams. You will be indirectly responsible for over 600 personnel, 47 aircraft, and the Fallon Range Training Complex (FRTC). You will provide command and local users KMI program administration, technical guidance and assistance for COMSEC matters. You will provide guidance to all local element managers/users with respect to the receipt, internal security, handling, transport, accountability and ultimate disposition of the command COMSEC holdings. You will train and oversee all fleet naval aviation training syllabi and various other training curricula. You will possess thorough knowledge of COMSEC Cryptographic Material and KMI systems. You will maintain a Tomahawk Land Attack Missile training, planning and fleet accreditation and certification cell and lastly, multiple joint training requirements. You will provide training to personnel handling COMSEC material to ensure they are familiar with and adhere to all COMSEC procedures. You will be responsible for upholding the four pillars, or specific missions, functions and tasks (MF and Ts). You will investigate reports of suspected physical compromise, loss and unauthorized destruction of COMSEC material/equipment to determine problem areas impacting national security interests. You will have the ability to perform inspections, conduct interviews, and analyze/evaluate information obtained to complete various reports. You will possess skills and have experience with troubleshooting for compromise information and tampering of internal components require skills in analyzing major connection problems with server and phone lines. You will provide specific guidance for Secure Telephone Equipment (STE) and related COMSEC issues. You will possess knowledge of COMSEC policies and procedures for KMI and Department of the Navy Security Program Regulations. You will provide overall program management, security guidance and expertise for cryptologic issues. You will protect controlled cryptographic item (CCI) equipment and cryptographic materials used in military operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • The incumbent must exercise the utmost diligence and integrity in safeguarding classified materials under his/her purview.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires the ability to lift and/or carry loads/items up to 50 pounds in weight.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a bargaining unit position.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Cyberspace Workforce position, work role code 723 COMSEC Manager, proficiency level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analysing security requirements to provide program monitoring and technical training for information protection and communications security (i.e. INFOSEC & COMSEC) in an organization. Examples of Qualifying Experience: -Maintaining a Tomahawk Land Attack Missile training, planning and fleet accreditation and certification cell and lastly, multiple joint training requirements. -Providing overall program management, security guidance and expertise for cryptologic issues. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree.
