This position is located in Department of Homeland Security, United States Coast Guard, Director of Operational Logistics, Base Miami Beach, Personnel Support Department, in Miami, FL.

Duties

This position is assigned to United States Coast Guard Base Miami Beach (BMB) located in Miami, FL. The incumbent serves as the Regional Education Services Officer (ESO) and is responsible for planning, developing and executing all aspects of the Coast Guard’s (CG) nonresident training, correspondence courses, voluntary education programs, college video/audio courses, and Service wide Examinations (SWE).

Qualifications

Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.  (Note: You must include copies of your unofficial transcripts). Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. GS-11:  In addition to the above basic requirements, applicants must have one-year specialized experience equivalent to the GS-09 grade level in the Federal sector that demonstrates: Providing educational and vocational advising services, which includes interviewing and compiling personal and academic histories; Reviewing secondary and post-secondary educational transcripts and academic aptitude test results; Assisting customers with the establishment of realistic educational and vocational goals; Providing information concerning occupational characteristics and their requirements and providing guidance based upon aptitude, interest, and achievement assessments. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. OR 3 years of progressively higher-level graduate education leading to Ph.D. Degree; or equivalent doctoral degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is 100%.  To compute the percentage of the requirements, divide your total months of experience by 12.  Then divide the total number of completed graduate semester hours (or equivalent) beyond first year (total graduate semester hours minus 18) by 18.  Add the two percentages. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
