About the Position: Serves as senior accountant for U.S. Army South Command (ARSOUTH) and subordinate elements for the planning, development, and coordination of all accounting systems, which include problem resolution, implementation, modification, and management of Enterprise Resource Planning (ERP) systems. Incumbent is responsible for managing the finance and accounting issues associated with the Army's accounting system, General Fund Enterprise Business System (GFEBS).
Duties
Directs the implementation, modification, and management of programs and procedures related to serviced activities analysis and reconciliation requirements for accounting.
Directs the performance of continuing reviews on all financial systems/ERPs [i.e., General Fund Enterprise Business System (GFEBS) and Global Combat Support System – Army (GCSS-A)] output to identify trends that do not support command objectives.
Reviews, analyzes, and provides input to ensure that only relevant financial data migrate to the financial systems/ERP systems and that the data is accurate.
Provides guidance and direction throughout the fiscal yearend closeout processes to ensure the certification process is in compliance with generally accepted accounting principles and standards.
Participates in blueprinting sessions to map the financial processes of the command from the current to the desired end-state and is critical to identifying and resolving business problems.
Provides managerial accounting advice and assistance to program managers, acts as a liaison between the Army Headquarters (HQDA), and the Defense Finance and Accounting Service (DFAS).
The incumbent coordinates ARSOUTH’s Dormant Activity Review-Quarterly (DAR-Q) in accordance with the DoD Financial Management Regulation and higher headquarters policy.

- This position requires the incumbent to obtain and maintain a Financial Management Certification Level 2.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. The incumbent must be exempted from recall to active duty and will receive training.
- This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Travel to Latin American countries. Requires immunizations, and personnel recovery IAW ARSOUTH policies. Must comply with DoD Foreign Clearance Guides and any other requirements for entry into country.

In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENT FOR ACCOUNTANT:
A. Bachelor Degree ( or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience:Must includeat least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, TO QUALIFY FOR THIS POSITION YOU MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW:
Specialize experience: One year of specialized experience which includes reviewing accounting reports for accuracy, resolving financial inquiries using financial systems; ensuring the general ledger or similar is reconciled; analyzing data to ensure year-end or similar are closed out; Providing technical advisory on financial/accounting issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
