You will serve as a Financial Manager in the Comptroller Department (Code 600) of PEARL HARBOR NSY AND IMF.

Duties

You will be responsible for implementing and administering the financial management of the budgeting and accounting functions of the Comptroller Department. You will integrate the budget and accounting programs and policies for the Shipyard and serve as a consultant and adviser to other departments. You will provide advice and technical guidance to the Shipyard Commander on policies and programs related to financial management. You will analyze financial data to advise senior leadership on costs, fiscal allocation, labor funds management and budget preparation. You will analyze program obligations, cost trends and variances to assess shipyard program fiscal performance. You will adapt financial management practices and procedures to address programmatic issues.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing and directing an integrated financial management system or program that includes budgeting, accounting, and managerial-financial reporting to provide analysis and information that is used in the direction, evaluation, and control of shipyard operations.
