You will serve as an Administrative/Technical Specialist for NAVSURFWARFCTR PANAMA CITY DIVISION. This NT-04 position is equivalent to the GS-11/12 grade levels.

Duties

You will apply accounting, budgeting, and auditing policies, procedures, regulations, laws, and internal controls to include Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). You will research, analyze, and reconcile financial postings using automated financial systems, automated information systems, and data warehouses. You will prepare financial statements for monthly and annual reporting. You will provide advice and guidance to managers, supervisors, peers, and sponsors on specific areas of the assignment project.

  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying accounting, budgeting, and auditing policies or procedures to perform detailed financial analysis to resolve a variety of financial issues. Examples of qualifying experience may include 1) experience applying financial management regulations and appropriation laws; 2) financial management experience in a Navy Working Capital Fund environment; 3) experience with automated financial systems, including Navy Enterprise Resource Planning (ERP) systems; and/or 4) experience researching, analyzing, and resolving complex financial problems. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Education may be substituted for specialized experience as follows:

A Ph.D. or equivalent doctoral degree in accounting; or a Ph.D. or equivalent doctoral degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in accounting; or leading to a Ph.D. or equivalent doctoral degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting;
OR
A combination of experience and graduate education as described above that equates to one year of experience.
