The primary purpose of this position is to provide counseling to Department of Defense (DOD) personnel with regard to shipment and storage of personal property and privately-owned vehicles (POVs).

Duties

Provides thorough counseling to members and eligible dependents on personal property movements to ascertain what move will be of best value for the member and the government Independently inspects outbound and inbound shipments at owner’s residence and at public scales to ensure that household goods are properly packed and/or crated and that proper containers and materials are used Provides oversight of the DPM contract Makes analysis of higher headquarters and local directives pertaining to the routing of personal property shipments for movement within the CONUS and overseas Reviews tracer requests for members whose shipments are considered late to determine necessary action to be taken against TSP if violations of TOS or regulations exists Works to achieve and support quality improvement in all products and services Provides organizational support; complies with established safety and security procedures

  • Work is primarily sedentary, however, some walking, bending, and standing may be required at various intervals during the workday. When working mobility, stairs and ramps have to be navigated
  • Work is performed in an office setting in cubicles or similar arrangement, which may at times be noisy due to the presence of dependent children
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft
  • May be required to work various shifts, overtime, or compensatory time to support mission needs
  • Position demands occasional work under stressful conditions
  • May be required to support mobility functions

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions Specialized Experience Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06 or equivalent in other pay systems. Examples of specialized experience includes knowledge of transportation rules, procedures or operations governing entitlements and documentation requirements of domestic or foreign shipments to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining into the passenger travel. Diverse and extensive knowledge of transportation regulations governing a wide variety of interrelated or nonstandard transportation requirements as pertains to the shipment of personal property/household goods. Working knowledge of fund cite complexities, transportation and related systems, routing, rating, carrier facilities, transit time, entitlements on shipment movements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date. Applicants may be referred for consideration as vacancies occur. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of governing supply regulations, procedures, and instructions. 2. Knowledge of supply functions, operations, program requirements, and work methods. 3. Knowledge of data entry and processing of supply transactions in an automated supply system. 4. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems. 5. Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. 6. Ability to receive, screen, review and verify supply documents and resolve discrepancies. 7. Ability to communicate effectively, both orally and in writing. 8. Knowledge of security, safety and health principles, practices and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
