About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most high-powered weaponry for cannon and howitzers.
Duties
Passes on to other workers instructions received from supervisor, and starts work (e.g., by assigning the immediate tasks to be performed by individual members of the group led).
Demonstrates work procedures and provide training.
Spray paints gun tubes, miscellaneous hardware, and equipment where appearance as well as surface protection is important.
Prepares surfaces using solvent washes, masks off areas, mixes paints to proper viscosity using viscosity testers.
Performs a wide variety of standard and specialized preservation and packaging tasks in processing a variety of heavy mechanical weapons including guns and gun tubes, howitzers, mortars and associated components and fixtures.
Operates forklifts to move, load and unload gun tubes and other weapon components weighing under 10,000 pounds; occasionally will move items weighing 11,000 to 12,000 pounds.
Sets up and operates cut-off saws, table saws, band saws, drill press and jointer to cut component parts of boxes and crates. Boxes vary in size and shape and are seldom made in large quantities.
Requirements
- Position maybe filled as a time -limited promotion, reassignment or change to lower grade NTE 1 year by current Army employee.
- Time-limited appointments may be extended up to a maximum of 5 years. Time-limited reassignments and changes to lower grade may exceed 5 years, however return rights may be impacted. Position may be made permanent without further competition.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to include use of respirator.
- This position requires the employee to use personal protective equipment, to include a respirator, provided by the employer.
- This position involves duties which are subject to Resource Conservation and Recovery Act (RCRA) regulations regarding hazardous wastes.
- Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
- This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations.
- May require TDY up to 5% of the time.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Painter Leader without more than normal supervision. Demonstrate work procedures and provide training; Apply paint and other coating materials through a variety of techniques; Ability to read and follow directions relating to mixture, use, and application of various coating materials, agent, and solvents; and Knowledge of hand tools and ability to assemble a variety of boxes. - Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORT: Inspects, prepares and coats surfaces from ladders, scaffolds, and platforms, and where the surfaces to be coated and or inspected are in cramped and hard-to-reach places. Required to lift/carry items weighing up 40 lbs. Mechanical lifting devices/other employees are available to assist with lift of 45 lbs and over. Is required to push, pull, reach, walk, stand, crawl, kneel, bend and work in cramped and tiring positions for sustained periods of time.
WORKING CONDITIONS: Works inside and outside. Dirt, spray, and fumes are usually present. May be required to prepare and coat surfaces outside in bad weather. Occasionally required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. Is frequently exposed to the possibility of cuts and bruises, and occasionally to possibility of broken bones. Operates motor vehicles outside while being exposed to a variety of weather conditions while unloading and unloading vehicle.
