This position is located in Refugee, Asylum and International Office, Asylum Division, Chicago Asylum Office. As a Program Specialist, you will oversee the local Health & Safety and Medical Readiness programs to support operations. You will liaise with employees, management, program/area managers, internal customers, and USCIS stakeholders to facilitate Pandemic & Emerging Disease (PEID) operations.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Overseeing the administrative management of the medical readiness and records management program and ensuring operational efficiency and effectiveness. Serving as the medical liaison to workers compensation (OWCP) and OSHA; administering and managing the medical records program in accordance with OSHA requirements, NARA schedules, and DHS policies and directives. Serves as administrator for Reasonable Accommodation Requests ensuring tracking and timely submission of documentation, decision delivery and makes recommendations on policies and implementation. Researches, compiles, writes and maintains/updates all records associated with any aspect of health and safety issues including but not limited to Emergency Occupancy Plans and Emergency Procedures and hazardous material tracking and mitigation.. Acts as Facilities Manager for properties under the control of the Chicago Asylum Office throughout the jurisdiction. Develops, monitors and maintains keys, pertinent records and associated material concerning the facility equipment and furniture. Working collaboratively with program/area managers, internal customers, and USCIS stakeholders to facilitate USCIS Pandemic and Emerging Disease (PEID) operations. Serving as the Local Security Officer (LSO), Injury Compensation Specialist, Health and Safety Coordinator, Union Liaison for Management for Health and Safety, and acting as the Licensing Compliance Coordinator for the Federal Residential Facilities. Expertly assessing and addressing deficiencies, barriers, and challenges to ensure program maintains progressive results.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/10/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/10/2024. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Researching complex procedures or guidelines to identify or create program efficiencies; Providing advice or recommendations on program issues to officials within the organization; Leading program or policy development or management. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Managing the logistics, supplies, procurement, or budget processes for an office; Overseeing program and policy development or management; Acting as a liaison with other individuals, departments or agencies; Applying applicable laws, regulations or policies to the applicable task being performed.
