The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position, assignment duration is limited to 36 months.

Duties

In a Career Broadening capacity, serves as the strategic and integrated planning advisor in matters relating to enterprise-wide civil engineering activities and discussions with the SAF, HAF, United States Space Force (USSF), DoD agencies, Air Force Installation Mission Support Center (AFIMSC), Air Force Civil Engineer Center (AFCEC), as well as the FIELDCOM/MAJCOM/COCOM staffs. As a Career Broadener, utilizes Air Force Civil Engineering expertise, develops, analyzes and implements policies and procedures to provide, facilities and represent the SAF, HQ US Space Force, HAF, DoD agencies, Joint Staff, and HQ AFIMSC/Det 1 PMO and divisions in matters relating to enterprise-wide civil engineering transformational change, organizational change management (OCM) and continuous improvement initiatives. Performs Career Broadening assignments, involves analyzing a wide range of strategic information and prepares reports, proposals, briefings, and advocates, as necessary, to express the Civil Engineering enterprise position regarding matters at the strategic level.

  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.

  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. SPECIALIZED EXPERIENCE: One year of specialized experience that has equipped applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-13 level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of a broad range of program management (integrated installation planning, asset management, mechanical, civil, electrical, and environmental), and all maintenance and sustainment programs for Air Force installation built infrastructure, and engineering concepts, principles, and practices and knowledge of Air Force Civil Engineering goals and objectives and utilizing the AF and Space Force SPPBE (Strategy, Planning, Programming, Budgeting, and Execution) process cycles and engagement opportunities and budgeting cycles, financial control and budget systems and management. Extensive mastery of knowledge of a broad range of problem solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering. Skill of change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle, ability to recognize and analyze programs and situations, and develop rules and procedures for timely and economical solutions. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals. Knowledge of applicable HQ USAF and USSF instructions, policy, and guidance letters associated with the various asset management, and civil engineer programs along with a general knowledge of programming rules. Ability to research, analyze, interpret, congressional language and regulations, DoD and federal agency rules, and incorporate into Air Force policy and guidance. Ability to facilitate and develop long-term strategic plans for the Civil Engineer enterprise to meet assigned missions using collaboration with programming and execution personnel throughout the CE enterprise. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
