This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Head Start (OHS) located in Washington, District of Columbia.

Duties

Serves as an expert on Head Start Program Performance Standards and the Head Start Act to contribute to the latest substantive thinking in the quality of Head Start programming delivery. Prioritizes innovative thinking to ensure grant recipients are striving for quality and continuous improvement. Directs the analyses and reporting of national monitoring data that will be used to collaborate the development of national training and technical assistance resources and improve program performance. Leads priorities and works in collaboration with program staff and senior agency leadership on all matters relating to oversight and monitoring of Head Start, Early Head Start, and Early Head Start-Child Care Partnership recipients. Advises on and recommends monitoring policy changes to support unanticipated changes in program requirements for funding with monitoring expertise and with broad system implication considerations.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Identifying nationwide problems, issues, trends and changing conditions in service provisions that affects early oversight and monitoring of childhood development services for children; Providing recommendations to new and/or changes to policies to improve early childhood development service programs; Developing and managing an oversight system to assess the performance of an early childhood development service program; Providing advice and technical guidance to early childhood development program recipients on health and safety incidents, reporting standards and expectations, and/or resources to ensure quality improvement.
