Duty Location: Provo, Utah
This position is concurrently open to all U.S. Citizens under Announcement Number BOR-UCB-24-DE-12340278-OPM.
Duties
Inspects contractor’s operations, plans and specifications to ensure compliance with engineering standards and methods.
Inspects water delivery and/or storage facilities including installation of welded steel pipes, valves, fittings, gates, or other similar appurtenances.
Prepares reports related to construction progress and completion, inspections, and contracts.
Communicates with contractors, staff, and public works personnel for scheduling, conflict management and resolution, and contract negotiation.
Compiles field data and facts to accurately prepare inspection, field, and progress reports.
Performs pre-bid and contractor submittals review for technical adequacy and compliance with contract requirements.
Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least 2 of the 4 following:
1) Welding experience, or experience inspecting production welding, to ensure compliance with specifications and acceptable engineering and construction practices and methods; 2) conducting inspections of water delivery and/or storage facilities including installation of the following: welded steel pipes, valves, fittings, gates, or other similar appurtenances; 3) conducting inspections of structural concrete including erection forms, rebar, vertical concrete placement, or flatwork; 4) conducting inspections of critical earthen structures (i.e., bridge abutments, embankment dams, levees, pipeline backfill) requiring moisture or compaction control.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
