Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in Baltimore, Maryland, Charleston, South Carolina, Greenwood Village, Colorado, Harlingen, Texas, Las Vegas, Nevada, Lombard, Illinois, and San Francisco, California. Duties

As an Auditor, at the full performance level you will perform the following duties: Plans, performs and advises on a variety of external audit assignments relating to financial and/or labor exploitation audits of suspected criminal organizations and businesses for the purpose of substantiating compliance with laws and regulations. Conducts Employment Eligibility Verification (Form I-9) audits, maintains evidence utilized for administrative fines, prepares audit reports, and associated administrative fine paperwork. - Serves search warrants, provide technical assistance and analysis during investigations, including participating in on-site reviews of financial documents and/or employment documents. Provides support to offices by working directly with Auditors and others in financial investigations and/or identifying unauthorized workers in both critical and non-critical sectors during administrative and criminal labor exploitation investigations. Produces reports of investigation detailing all of the findings and actions, to include; factual reports that identify noncompliance with laws and regulations, inefficient operations and improper practices. Adheres to controls to ensure integrity of the audit profession.

Qualifications

In addition to meeting the minimum qualifications below, you must also possess one of the following to satisfy the Individual Occupational Requirement for the GS-0511 job series. Basic Requirement: You must meet one of the items listed below (A or B): A. Possess a degree accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You qualify for the GS-11 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Independently conducting segments of audits of large organizations; Verifying that accounting systems are set up and maintained according to generally accepted accounting principles; Preparing final audit reports including recommendations on compliance issues. OR Education: A Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, or a LL.M., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and activities necessary to do the work. OR Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Planning, performing, and advising on a variety of audits relating to financial and/or labor exploitation audits to substantiate compliance with laws and regulation; Conducting systematic examinations of financial records associated with financial and/or labor exploitation investigations, ranging from personal accounting records to large multi-national corporations; Conducting payroll record, and employee benefits audits, utilizing knowledge of industry standards to provide criminal investigators with possible results of employing unauthorized workers and/or illicit financial practices. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
