Duties
This position will allow you to use your expertise in security to provide advisory and technical services to CBP management.
This position starts at a salary of $86,962.00 (GS-12, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435.00 (GS-13 Step 10).
Apply for this exciting opportunity to strength the Department's ability to protect the homeland by helping to plan and develop security program and policies. As a Security Specialist your duties will include:
Overseeing the implementation of programs and policies related to Personnel Security, Communication Security (COMSEC), and Facilities and Emergency Preparedness within CBP.
Planning of all security programs which impact operational readiness, safety, and security of facilities and technical systems which affect CBP, other federal agencies, private entities, and the general public within CBP Top Secret/Sensitive Compartmented Information (TS/SCI) Facilities (SCIFs).
Serving as the liaison between the Office of Intelligence (OI) headquarters and USBP
Anticipating benefits of proposed changes, describes the budget considerations for all options under review, and summarizes the effects of approving or not approving the project in question.
Monitoring the initial and ongoing operations for problems, complaints, anomalies, proper results, and issues reports to USBP management, Border Security Deployment Program(BDSP), and OI management.
Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting internal offices to ensure information technology (IT) security rules and policies are implemented.
Assists with IT security inspections and evaluations and provides corrective action on findings.
Coordinating improvements and measures for the protection of government property and facilities.
Advising supervisors, managers, and employees on complex and sensitive security issues.
Conducting studies and analyzing the impact of changes in mission, programs, manpower, facilities, etc., and determines areas requiring special emphasis and attention.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Planning, scheduling, coordinating, and monitoring the effectiveness of personnel and physical security program operations.
Providing security clearance briefings and debriefings for foreign contact visits and reports.
Maintaining the security clearance database and engaging on issues that directly affect security clearance suitability and determinations.
Developing program policies and recommending changes to internal security procedures as required to meet workload demands.
Providing technical guidance to lower graded specialists and assistants.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/05/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
