Duties

The selection will be made, and oversight of this position will be maintained by the Field Office below, but the physical location of this position will remain in the duty location chosen. Field Office Centers: Atlanta- Consumer Products & Mass Merchandising (CPMM) Buffalo- Industrial & Manufacturing Materials (IMM) Chicago- Base metals (BM) Detroit- Automotive & Aerospace (AA) Houston- Petroleum, Natural Gas & Minerals (PNGM) Laredo- Machinery (MACH) Los Angeles- Electronics (ELEC) Miami- Agriculture & Prepared Products (APP) New York- Pharmaceuticals, Health & Chemicals (PHC) San Francisco- Apparel, Footwear & Textiles (AFT) The primary purpose of this position is to provide advanced training in the analytical and judgmental aspects of entering merchandise and goods into the United States; and to learn about marketing efforts for various automated systems and for new programs. The primary mission of CBP is to detect and prevent terrorists and instruments of terror from entering the United States, enforce applicable laws, and facilitate the orderly and efficient flow of legitimate trade and lawful travelers. This position starts at a salary of $40,403.00 (GS-05, Step 1) to $65,065.00 (GS-07, Step 10) with promotion potential to $115,408 (GS-12 Step 10). In this Entry Specialist position, you will become a key member of a team of Homeland Security professionals responsible for a wide range of admissibility and control requirements. Typical work assignments include: Analyzing and reviewing entry and related documents to build familiarity with requirements. Determining rates of duty, classification of merchandise, and entry requirements. Providing established information on clearly established legal procedural rulings, describing importers' and brokers' rights under law and regulation and answering questions on established procedures for filing protests, claims and requests for reliquidation. Reviewing the ACE protest and claims module for accountability, accurate tracking, and proper disposition.

Experience GS-05: You qualify for the GS-05 grade level if you possess 3 years of experience equivalent to at least the next lower grade level, performing duties such as: Interpreting laws, rules and regulations Applying laws, rules, and regulations correctly Deal effectively with others to secure their cooperation in complying with requirements. Experience GS-07: You qualify for the GS-07 level if you possess one (1) year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing customs documents Applying customs laws, regulations, and procedures Interpreting customs requirements Making determinations of rates of duty, classification of merchandise, and entry requirements NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Please see the "Required Documents" section below for additional resume requirements Education Substitution: GS-05: You may substitute the successful completion of a Bachelor's degree or a full 4-year course of study in any field leading to a Bachelor's degree for the experience required at the GS-5 grade level. This education must have been obtained in an accredited college or university. One year of full-time undergraduate study is defined as 30 semester or 45 quarter hours. OR Education Substitution GS-07: You may substitute the successful completion of one year of fulltime graduate education for the experience required at the GS-7 level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR Superior Academic Achievement (SAA): You may also substitute superior academic achievement for the experience required at the GS-7 level. You must have completed the requirements for a Bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, or have a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. Refer to www.cbp.gov for additional information. OR Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/05/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
