This position is located in Yosemite National Park, in the Division of Resources Management and Science, Branch of Vegetation and Ecological Restoration. Duties

Major duties include: For invasive plant management, you will develop, prioritize, and secure funding for a long-term program of work including invasive plant management, post-fire restoration, and special status plant species protection. Invasive plant management duties include directing others in application of herbicides and incumbent is expected to obtain California Qualified Applicator Certification within the first year of duty. For ecological restoration, you will develop, prioritize, and secure funding for a long-term program of work restoring wetland, riparian, or forest ecosystems. Assess, plan, and prioritize vegetation stewardship and ecological restoration needs. Manage and implement projects which include earth moving with mechanized equipment or by hand crews to restore hydrology and landforms; seed collection, cleaning, and accessioning; contracting for plant propagation, seed increase, or earthmoving; planting and post-planting care; and other restoration and revegetation activities. Assess, plan, and prioritize vegetation stewardship needs. Manage and implement vegetation mangement, monitoring, and assessment projects. Develop strategies to adapt to changing climate, or change mangement actions. Analyze assessment results, write reports, and develop recommendations and priorities based on assessment results. Carry out program and project management duties including strategic planning, proposal/grant writing, contract/agreement administration, budget tracking, cost scoping and work planning. Recruit, hire, and supervise permanent and temporary staff conducting office and field work. Represent natural resources on interdisciplinary planning teams. Prepare compliance documents for vegetation projects and review compliance documents for other projects' impacts on natural resources. Ensure park operations are consistent with laws, regulations and policies including the Endangered Species Act, the Clean Water Act and the National Environmental Policy Act. Communicate about natural resource issues to both internal and external audiences including delivering presentations, writing reports, briefing a variety of audiences, and communicating with colleagues, partner agencies, and the public. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. The non-pay status will be for one pay period, March, 2025. The incumbent will be in pay status for the remainder of the year. Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

Qualifications

All qualifications must be met by 11:59 PM EST when the applicant cut-off is reached (which may be sooner than 04/08/2024). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. You must meet the basic requirements AND the minimum qualifications as defined below by close of the announcement. Basic Education Requirements for the 0401 Series: Successful completion a full four-year course of study at an accredited college or university leading to a bachelor's or higher degree in a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must include ALL transcripts. - OR - Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS, appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. You must include ALL transcripts and your resume must show hours/week worked. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include: (1) Coordinate the implementation of scientifically credible vegetation management or invasive plant projects; and (2) Collect, maintain, summarize, and report on natural resource data in order to ensure highly credible data acquisition and reporting. You must include hours per week worked on your resume. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent graduate degree from an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in biological sciences, agriculture, natural resource management, or ecology. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. When combining specialized experience and graduate education, only units in excess of the first two years (36 semester hours or equivalent) may be used to meet the educational requirement. You must include transcripts and your resume must show hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
