Duties
You will serve as the Quality Assurance Evaluator (QAE) for the alongside aircraft refueling contract.
You will assist in the overall technical and administrative operations of the Fuel Operations Branch providing related collateral services.
You will ensure timely and effective maintenance is being performed through a comprehensive quality assurance surveillance program for all products.
You will perform scheduled and unscheduled inspections of facilities and equipment, both contractor owned and operated, as well as government owned and contractor operated.
You will schedule and conduct inspections, initiating inspection reports, reviewing all procedures, and calculating payment deductions based on performance based deficiency percentages.
You will conduct random inspections on the flight line that may require contractor to initiate on the spot corrective actions.
You will ensure contractor compliance with the quality surveillance provisions of the contract performance work statement for Aircraft/Ground Fuel Services and Cryogenic Storage and Distribution Contract.
You will take sample and test for the presence of rust, sediment, or contaminants in storage tanks and refuelers.
You will monitor aged inventory to ensure proper rotation of petroleum stocks.
You will Inspect the condition of tanks, pipelines, manifolds, pumps, and appurtenances
Requirements

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to maintain eligibility for a secret level security clearance. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You “may” be coded as “key” and as such may be required be removed from your military recall status. A signed statement of understanding required.
Qualifications
There is a Basic Requirement to hold a GS-1910 position in the Federal Service.
You must have the following:
Education
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas

To qualify for the GS-1910-11, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public using analytical ability combined with knowledge and application of assurance principles and techniques, and knowledge of pertinent product characteristics and the associated manufacturing processes and technique to perform, administer, or advise on work concerned with assuring the quality of products acquired and performing the following;
1) Using working knowledge of a major bulk fuels storage and distribution facility using military and/or industrial standards, to apply these principles, concepts and methodology to address issues related fuels management functional areas.
2) Analyzing findings from quality assurance inspections and defined requirements to correct negative inspection findings
3) Using familiarity with aircraft refueling equipment and procedure to examine employees for proficiency.
4) Using knowledge on the operation of pumps, piping, tanks and their appurtenances, and all machinery used in petroleum movement to diagnose by sound, sight, and description of performance on the problems with equipment.
5) Using oral and written communications skills to prepare and deliver inspection reports.
6) Ensuring compliance with all applicable environmental laws and regulations as they relate to hazardous materials used in fueling operations.

Have successfully completed a Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
