Serves as a senior level expert and authoritative source with respect to binational accounting and water delivery matters for the agency. Assignments require advanced skills in hydrology and water resources using numerous computer applications specific to the Division's mission of water accounting and data management. Specialized experience in programming, hydrologic modeling, time-series data management, and website development.

Duties

Oversees the collection, analysis, and interpretation of hydrographic information agency water resources. Leads and participates in the planning, development, and conduction of hydrologic studies. Represents agency in internal/external matters with respect to the River Ware modeling software system. Provides direct administrative and technical guidance on work requirements and procedures. Designs, prepares, plans, and constructs stream gaging stations, cableways, and other structures. Ensures the timely and accurate computation, compilation, review and transmission of hydrologic data. Develops and implements operating guidelines and internal standards for work quality and output. Performs market research, prepares solicitation packets, reviews solicitation proposals, and serves as technical lead in negotiations.

Requirements

• You will be required to complete an Immunization Declaration Form.
• You will be required to operate a small watercraft, such as a skiff, motorboat, or airboat, in open bodies of water and wade in streams in various types of water and flow conditions.
• You must possess or obtain and maintain, either upon or within 120 days of appointment, a Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR) Level I.
• You must possess and maintain the FAC-COR Level II Certificate within 18 months of obtaining the FAC-COR Level I.
• You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report (OFGE450) within 30 days of entrance on duty and annually thereafter.
• You must be in a continual “on call” status as a member of the agency’s Incident Response Team (IRT).
• You may be required to work overtime.

Qualifications

Qualifications must be met by 04/11/2024 BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Hydrologist, all grade levels. A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical or natural science, or engineering that included at least 30 semester hours or the equivalent in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours or the equivalent in calculus (including both differential and integral calculus), and at least 6 semester hours or the equivalent in physics. **OR B. A combination of education and experience-course work as shown in "A" above (30 semester hours or the equivalent in any combination of courses as specified in "A" above which must include at least 6 semester hours or the equivalent in calculus (including both differential and integral calculus), and at least 6 semester hours or the equivalent in physics), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. Examples of Specialized Experience include: serving as an expert in hydrologic work responsible for the collection, analysis, and hydrographic information pertaining to agency water resources; leading and participating in the planning, development, and conduction of hydrologic studies; performing water accounting and reporting assignments regarding the ownership and delivery of water properties; independently addresses questions and concerns from executive agency leadership, congressional diplomats, stakeholders, media, and general public; contributing to the review, monitoring and/or processing of scheduled deliveries and modifications of waters on the rivers; training staff in the operation of river modeling software and serving as representative for the software; assisting in the development of annual flood workshops; monitoring flood flows and aiding on-site flood control personnel during flood events; supporting conversion, enhancement, maintenance, and documentation of legacy applications programs, water accounting databases, web pages and applications, and maintaining the Enviromental Satellite data collection system.
