This position is located in the Department of Homeland Security, United States Coast Guard, Director of Operational Logistics, Training Center Yorktown, Comptroller and Personnel Support division, Yorktown, Virginia. 

Duties

The role of this position shall support the Base and all Areas of Responsibility (AOR) field units, and adhere to Simplified Acquisition Procedures (SAP) for the acquisition of supplies and services and construction. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:-Analyzing all assigned requirements for adequacy, completeness, clarity, funding, and justification for other than full and open competition and makes determination methods of procurement. -Investigates, analyzes and determines the validity of the procurement and actions of the procurement personnel in accordance with applicable regulations, and negotiates an equitable resolution with the contractor.-Appling a wide range of technical methods, principles, and practices to negotiate and award purchase orders for rare and non-standard items or services.-Performs cost/price analysis, including review of complete cost and pricing data to determine reasonableness. -Determining markets and solicits sources for procurements in unprecedented or rare markets, such as specialized equipment or specially manufactured equipment and supplies, negotiating for unusual services/supplies/equipment primarily in support of US Coast Guard.

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year probationary period may be required
  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

Candidates at the GS-09 level must have at least one full year of specialized experience equivalent to the GS-08 level in the federal service. Examples of specialized experience for the GS-9 level include procuring materials, supplies, equipment, and services within the small purchase limitations; soliciting quotes from suppliers and negotiating with them by phone; writing invitations for bid or requests for quotations to potential suppliers; adapting special clauses and regulatory requirements to purchases above a predetermined dollar amount; evaluating responses to quotes/bid solicitations; ensuring that requests for procurements are clear and precise; compiling bidder's lists; familiar with and execute purchases through the Federal Supply Schedules, other agencies' contracts and Coast Guard contracts, as appropriate. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
