The primary purpose of this position is: To serve as Supervisory Training Specialist and a first-level supervisor by leading a team of nonsupervisory curriculum developers.
Duties
Plans, organizes, and directs the activities of the Curriculum Section, ensuring the curriculum program and instructional design comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Development Branch according to the Commandant of Cadets' Commissioning Education charter/intent.
Using experience and knowledge of pre-commissioning education, training, and experiential programs provides program direction and oversight through developing goals, proficiencies, and objectives.

- The position requires occasional travel from normal duty station on military and/or commercial aircraft for conferences/meetings and to give/receive briefings or attend directed training.

- May be required to provide extended support based on scope of the mission during times of conflict or staffing shortages.
- College degree preferred, but not required.
- This is a Supervisory position. A one-year supervisor probation period may be required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Training Instruction Series 1712
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work with air operations that required training or instructing others on a regular basis. Knowledge of instructional design and development principles sufficient to plan, coordinate, and design, execute, and evaluate instruction for full-length courses, complex development areas, and entire education, training, and experiential programs for pre-commissioning programs. In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key education and training support functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of instructional design and development principles sufficient to plan, coordinate, and design, execute, and evaluate instruction for full-length courses, complex development areas, and entire education, training, and experiential programs for pre-commissioning programs. Professional knowledge of learning theory; the principles, practices, and techniques of instruction; and education and training administration, resources, principles, policies, procedures, and programs to include the use of technology for the design and delivery of education and training.
2. In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key education and training support functions.
3. Ability to perform qualitative and/or quantitative analyses, research problems and issues, and apply mature judgment in problem-solving.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to apply the principles and techniques of education and to help students acquire specific skills or knowledge or foster desired attitudes.
5. Skilled in communicating effectively, both orally and in writing.
6. Knowledge of safety and security regulations, practices and procedures. Knowledge of human resource management resources, principles, policies, procedures and programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
