This position is part of the Selective Service System, Support Services Directorate, Accounting Division. The incumbent will be responsible for analyzing trends or anomalies in accounting system transactions and their significance to ongoing SSS programs and operations.
Duties
Develop policies, guidelines, procedures, and controls for central and agency accounting related issues.
Responsible for reconciliation, reports, and or audit to produce daily, monthly, or other periodic statements. Reconcile a variety of general ledger accounts, resolving accounting problems, and take appropriate actions to correct problems.
Researching and analyzing accounting documents.
Coordinates with and supports audit activities with internal and external audit stakeholders, providing data, information and reports, as well as addressing findings.
Provides recommendations for improvement through formal corrective action plan.
Performs travel administration functions including all activities related to travel authorization and vouchers.
Qualifications
All applicants must meet the following Basic Education Requirement:
A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the Basic Education Requirement listed above, all applicants must meet the following Qualifications Requirement:
At the GS-11level,you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include applying financial management, fiscal policies, procedures, and practice, provide advice, guidance, and assistance to client personnel; utilize accounting techniques to solve accounting problems; and prepare correspondence to present findings, results, and updates. OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. C. A combination of specialized experience and post-graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 2 years and 6 months of graduate level education. (i.e. 68 quarter hours or 45 semester hours of education. At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include applying financial management, fiscal policies, procedures, and practices to review policies and procedures; overseeing client compliance and provide advice, guidance, and assistance to client personnel; adapting conventional accounting techniques to solve a variety of accounting problems; and prepare correspondence to present findings, results, and updates.
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include applying financial management, fiscal policies, procedures, and practices to review and recommend changes or develop and implement policies and procedures; overseeing client compliance and provide advice, guidance, and assistance to client personnel; analyzing accounting systems or adapting conventional accounting techniques to solve a variety of accounting problems; and prepare correspondence to present findings, results, and updates.
