The NT-04 pay band encompasses the GS-11 and GS-12.
Duties
You will serve as an expert Sign Language Interpreter for NSWCIHD, interpreting highly complex and technical concepts requiring broad knowledge of technical terminology and systems knowledge.
You will provide interpreting services in a wide range of settings for Deaf and hard of hearing employees including those in which sensitive and/or confidential information may be discussed.
You will facilitate cultural transitions between American Deaf Culture and American hearing cultures to assure communication of equivalent messages.
You will assist NSWCIHD management in identifying barriers and resolving difficult cultural, linguistic, and communicative problems in the workplace.
You will adhere to the Registry of Interpreters for the Deaf Code of Ethics.
You will simultaneously or consecutively interprets, in both oral and manual languages: spoken English into American Signature (ASL), Pidgin Signed English (PSE), or Manually Coded English (MCE) and ASL, PSE, MCE into spoken English.
You will develop internal procedures for securing interpreter services throughout NSWCIHD.
You will coordinate/schedule all requests for Sign interpreting services and makes necessary arrangements including use of contract interpreting services.
You will serve as resource to the Equal Employee Office for NSWCIHD on reasonable accommodation program and other administrative duties.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Applicants must possess comprehensive skill and experience in the use American Sign Language (ASL) to include certification from the National Registry of Interpreters for the Deaf (RID) or the National Association of the Deaf (NAD).
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing accurate interpretation from spoken English into American Sign Language in support of the organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
