WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION?

Vacancies will be filled in the following specialty areas:
Refund Fraud and Investigative Support - Refund and Cyber Crimes
The following are the duties of this position at the full working level.
Assists Small Business/Self Employed Division, Wage and Investment Division, Criminal Investigation Division employees, the United States Attorney's staff, and other law enforcement agencies, in pre-trial preparation.
Represents the Commissioner, in the Commissioner's role as custodian of returns and documents, in trials, pre-trial proceedings, and other judicial or quasi-judicial processes. Testifies and presents evidence as to all matters within the scope of the Commissioner's custodial responsibility.
Prepares and presents briefings on the entire range of Campus and National Computer Center actions applicable to specific cases.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of the Court Witness Program mission and assists in the development and delivery of employee training relating to the program.
Recruits, trains, and maintains a cadre of employees to serve as witnesses in judicial proceedings. Provides feedback to management for evaluative purposes about the members of the Court Witness Cadre.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-09:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience working with the paper and electronic processing of Federal income tax returns, including ability to identify sources of these documents. Experience with Federal income tax laws, forms, notices, IRS policies/procedures, and how to research information from these and the Internal Revenue Manual (IRM). Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in sometimes aggressive and/or hostile situations. Experience explaining technical information to audiences with little familiarity with the information. Experience managing changing workloads to meet short deadlines. Experience reviewing written documents, interpreting the information, identifying missing information, and perfecting those documents.

You may substitute education for specialized as follows a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D., if related

Experience working with and researching the Integrated Data Retrieval System (IDRS) and with numerous IDRS transaction/command codes. Experience verbally communicating with various internal and external audiences and conducting effective exchanges in aggressive and/or hostile situations, including testifying in judicial proceedings. Experience explaining technical information to audiences that have some familiarity with the information shared. Experience managing changing workloads to meet changing and/or short deadlines. Experience reviewing written documents, identifying missing information, interpreting the information and perfecting those documents for evidence and/or trial.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
