The Primary purpose of this position EQUIPMENT SPECIALIST, GS-1670-11 target 12, as a Technical Advisor and project manager for a variety of unique complex systems. Provides in-depth technical assistance necessary to investigate, evaluate, and analyze radar system performance, including associated interface equipment, data processors, and communications components.
Duties
- Subject matter expert on a variety of assigned complex radar systems and associated equipment
- Collect and analyze data from a variety of radar systems and data processors
- Represent the squadron and the commander in various areas of program/project development, planning, and evaluation
- Conduct formal and informal training to include: developing, producing, teaching, and evaluating all course curricular
-Technically supervise all personnel dedicated to assigned programs or projects

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes with some guidance and instruction from others (1) Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. (2) Reviewing and applying technical specifications and requirements. (3) Analyzing equipment and forecasting spare parts requirements. (4) Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. (5) Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. (6) Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in the manufacture, repair or maintenance of equipment. OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Review may be used to qualify applicants for the GS-11 level. GS-12

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of electronics and ground radar equipment operations, techniques, practices, repair, evaluation, optimization, and analysis.
Knowledge of statistical/mathematical modeling and use of various computer programs, spread sheets, and data base systems with application towards radar data analysis and evaluation of sensors.
Skill in analyzing and interpreting complex engineering drawings, bulletins, technical manuals and specifications related to radar systems and associated equipment.
Skill in writing papers and reports, presenting written and oral briefings, and formulating radar related training courses.
Ability to manage necessary program changes in response to new requirements in evaluation services and compile and analyze data related to radar equipment, to include ability to test, evaluate the capabilities, and identify operational deficiencies of ground radar equipment, facilities, and special sensor systems and recommend corrective actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Incumbent must have no physical, mental, and/or health conditions restricting his/her work schedule or preventing travel. Travel by military aircraft or commercial airlines may be required. Work may have to be performed on board military aircraft in a non-aircrew capacity. Work assignment may require climbing radar towers and antennas, carrying test equipment up ladders and stairs. Lifting of 65 lbs (with assistance) of equipment may be necessary. Work requires irregular work schedule while in the field. Assignment requires regular and recurring travel for training and regular job assignments.
WORK ENVIRONMENT: Assignments are worldwide ranging from temperate to tropical and arctic environments. Work is regularly performed out of doors or in field assignments. Work is regularly performed out of door or in field conditions, and in maintenance facilities. Traveler may be assigned to government quarters while on field assignment. Assignment requires work in and around high voltage radar equipment and may be exposed to high noise areas. Work may be performed in a low-level radio frequency environment which could affect use of pacemakers and other electrical quality-of-life medical support equipment. Work locations are normally properly heated, ventilated, easily accessible. Requires knowledge of security regulations.
