The primary purpose of this position is to plan and perform a wide variety of gardening and grounds maintenance duties. The position requires the use of motor vehicles.
Duties
Plans and carries out gardening work based on project plans, master landscape, and long-range plans, making independent judgments within the framework of good gardening practices.
Performs grounds maintenance to trees, shrubs, plants, flowers and lawns, taking into consideration the individual needs and/or characteristic.
Uses and maintains a variety of hand and power operated garden tools and equipment, such as seeders, spreaders, edgers, hedge trimmers, pruning shears, sprayers, spades, hoes, rakes, and mowers.
Operates a variety of gasoline, diesel, or electric powered wheeled vehicles, such as platform trucks, van trucks, stake trucks, or dump trucks, which typically have a gross vehicle weight (GVW) of more than 10,000 and up to 26,000 pounds.
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- The work will require the employee to drive a motor vehicle. A valid motor vehicle operator’s license is required to drive an automobile to and from projects/meetings on and off base
- May be required to train and/or guide lower grade employees. Must Comply with all Health and Safety guidelines and requirements for Federal employment
- Hand, foot, and eye coordination, good depth perception and a high degree of concentration are required in handling and manipulating controls to perform the work of this position
- This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet
- Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Work becomes increasingly strenuous because of the larger type of equipment handled
- Work may occasionally require travel away from the normal duty station on military and commercial aircraft
- May be required to serve on Architectural and Engineering selection boards or construction contract/privatization source selection boards
- May act as project liaison with the Army Corps of Engineers or other design agencies as required
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing

Employee will be required to support Base Readiness and Emergency Operations Exercises and RealWorld Threats and Events.
Employee will be required to support Special Events (i.e. Annual Air Show, Base Exercises) notnecessarily performing in their primary skill code.
The work may require the employee to carry a cell phone.
Complete and maintain currency of all required ancillary training assigned.
This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5000 Plant And Animal Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
