About the Position: Work is performed primarily sitting at a desk. Some standing, walking, bending, and moderate to heavy lifting up to 40 lbs. During training, exercises or response to an accident or disaster, incumbent, may function in a harsh field environment where working conditions can be rigorous and may involve extensive physical activity and lifting. This is a Direct Hire Solicitation. DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD.

Duties

Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. Exercise thorough and detailed knowledge of organizations and locations, classified operations plans and regulatory requirements, general policies and procedures of higher level commands. Provide fully integrated program planning, assessment, coordination and advisory services at a major command level for a wide variety of complex interrelated issues regarding organizational readiness. Review and analyze emergency operational requirements imposed on the Major Subordinate Command (MSC), and determines changes, additions, improvements, and innovations required to meet objectives. Manage and coordinates MSC Emergency Management Program consistent with the guidance of U.S. Army Medical Command. Provide advice and support the Installation, Director of Health Services with Emergency Plans functions. Incumbent is subject matter expert to the Commanding General, MSC, for emergency contingency operations, planning and exercises. Provide advice in the local and State planning, implementation and operation of the National Disaster Medical System (NDMS) as directed by MSC Commander. Provide guidance in the formulation and recommend the adoption of procedures to implement EM budgetary/manpower processes, policies and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.

Specialized Experience: One year of specialized experience which includes (1) developing, coordinating, executing, and reviewing emergency medical operational plans; (2) planning, assessing, coordinating, and conducting emergency management advisory services. (3) has extensive knowledge of emergency management program and requirements within a Military Treatment Facility (MTF). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). More than one year of specialized experience preferred. Some federal jobs allow you to substitute your education for the required experience to qualify.
