You will serve as a Supervisory Engineer or Supervisory Scientist or Manager in the USW COMBAT SYSTEMS DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.

Duties

You will be responsible for the management of a diverse group of engineers, scientists and technical personnel involved in various Combat Systems Department projects. You will manage branch personnel who are responsible for providing technical support for submarine combat and weapon systems. You will interact with fleet representatives to determine requirements and priorities based on fleet operational needs. You will plan, organize, assign, and direct new and on-going work, set objectives for and evaluates subordinate's work, resolve work problems and establish goals and priorities. You will forecast budgets to ensure sound fiscal management; and plans for future requirements such as equipment, facilities, and manpower. You will establish the overall goals and determining the direction of the branch. You will provide day-to-day direction to branch personnel in execution of sponsor tasks and in business and administrative duties. You will ensure efficient and effective operation of branch technical and business processes. You will manage staff assignments, discipline, training, and development and promotion of employees; provide mentoring and career guidance to branch employees and others outside the branch. You will promote and implement diversity and EEO policies and goals.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), Mathematics (1520 Series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. For the Mathematics 1520 series:
  1. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

For the Computer Science 1550 Series:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
