The USPS OIG is seeking a highly qualified applicant to fill our Deputy Special Agent in Charge (DSAC), Supervisory Criminal Investigator, Director Band, position within the Office of Investigation, Southern Area Field Office, located in Atlanta, GA; or Birmingham, AL; or Jacksonville, Miami, or Tampa, FL. Duties

The successful candidate must exhibit a high degree of leadership, and demonstrate experience managing, planning and conducting complex federal criminal, civil and administrative investigations. In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on Friday, April 12, 2024, will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Director Band level, equivalent to a GS-15 grade level. The base salary range for this position is $123,041 - $159,950. Locality and Law Enforcement Availability Pay (LEAP) is authorized. Compensation includes 1811 LEAP coverage in a secondary position under law enforcement retirement. Relocation expenses may be paid. Travel Required: 50% or Less Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. The successful candidate must be highly motivated and exhibit a high degree of character and have experience conducting complex Federal criminal, civil, and administrative investigations. - Assist the Executive Special Agent in Charge (ESAC) in the management and direction of the activities of staff engaged providing administrative support in the planning and conducting investigations relating to alleged or suspected violations of criminal laws. - Oversee the planning, conduct, and/or coordination of criminal, civil, and administrative investigations relating to alleged or suspected violations of federal laws committed by or against Postal Service personnel or Postal Service contractors. - Assures implementation by subordinate staff of the goals and objectives of an agency-wide program. Implements established goals and objectives; assesses measures that evaluate performance; and makes recommendations for program improvement.

  • Must be able to obtain and maintain Top Secret security clearance
  • Must be able to obtain and maintain a government-issued credit card
  • May be required to successfully complete a 12-month probationary period
  • Selectee subject to random drug testing

Qualifications

You must currently be an 1811 criminal investigator or equivalent and have at least 7 or more years of experience as a criminal investigator (law enforcement officer) in the 1811 occupation series. NON-QUALIFYING experience includes: security details, intelligence analysis, corrections or guard duty, physical security, and military/security police officer. YOU WILL BE PROVIDED WITH A NARRATIVE SECTION AFTER EACH EVALUATION FACTOR IN THE ASSESSMENT QUESTIONNAIRE IN WHICH YOU MUST FULLY EXPLAIN HOW, WHEN, AND WHERE YOU GAINED THE KNOWLEDGE, SKILLS AND ABILITIES AS LISTED IN EACH OF THE EVALUATION FACTORS. You will not be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section (no response or "See resume" or similar language will be scored a zero (0)); or receive a zero (0) rating on any evaluation factor. In each narrative section you must also indicate the reference person(s) who could verify your achievements. Include their full name, title, and phone number. Your supervisor may also be contacted to verify any work-related statements you write. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's degree from an accredited college or university Completed Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center (FLETC) or its equivalent (You must submit a copy of the certification) Currently serve as a federal law enforcement officer classified as an 1811 series criminal investigator or equivalent ((You must submit a copy of your SF-50 to verify 1811 series and grade level) At least 7 years of professional federal law enforcement experience Experience as a manager/supervisor responsible for establishing work plans and/or directly supervising a staff of subordinate criminal investigators Must have received a satisfactory performance rating on your two most recent performance appraisals (Fiscal Years 2022 and 2023). If a performance appraisal is not available, you must submit a written statement stating the reason (You must submit a copy of your latest two performance appraisal) In accordance with applicable laws, the applicant selected for this position must: Maintain eligibility to operate motor vehicles Must be at least 21 years of age and not have reached 37th birthday at the time of initial appointment to law enforcement position Qualify and maintain authorization to carry firearms, including no current or previous domestic violence convictions Maintain physical, mental and emotional standards and requirements necessary to perform law enforcement assignments Work unscheduled irregular hours with the possibility of personal risk Must be willing to relocate at the direction of management DESIRABLE QUALIFICATIONS Knowledge of Postal Service structure, processes, operations and databases, etc. Advanced Academic Degree or 10 years of related professional experience Applicants that do not meet the minimum qualification requirements will not be considered. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Demonstrated experience supervising, planning and conducting complex criminal investigations including those involving mail theft, claimant and provider fraud, financial fraud, and narcotics. Demonstrative experience in managing employees with an emphasis on promoting maximum staff utilization, development, and handling disciplinary issues. Demonstrated ability to research, analyze, and construct guidance/policy relative to quality assurance reviews; budget; training, and other investigative support processes. Ability to effectively communicate, both orally and in writing, the OIG mission, OIG policies, facts and circumstances of investigations which are understandable to other OIG components, stakeholders and management officials.
