This position is located with the Bureau of Indian Affairs, Southern Plains Region, Office of the Regional Director, Division of Transportation, Construction, & Maintenance in Anadarko, Oklahoma. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Provide guidance to construct highways, bridges, drainage structures, roads, and transportations facilities for Indian Tribes, governments, and communities. Contribute work to transportation program for construction projects. Apply engineering practices and techniques associated with construction of transportation systems, structures, and related projects. Operate automated system software to complete work assignments for transportation projects. Perform technical work in support of transportation program for construction inspections. Prepare accurate records of construction operations, methods, equipment usage for prevention of costly overrun of construction projects. Research land records at the county court houses and tribal lands division for land descriptions and boundaries. Develop and maintains project maps using manual drafting methods and computer drafting programs. Responsible for preparation of designs, construction drawings, material quantities, contract specifications, and engineer's cost estimates for roadway and bridge inspections. Provide technical assistance to tribes and tribal organizations on all aspects of the project from inception of planning through project completion.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS:(Office of Personnel Management Operating Manual, Qualification Standards for Technical and Medical Support Positions; and Individual Occupation Requirements for Engineering Technician Series GS-0802): CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. BASIC REQUIREMENTS FOR GS-0802 SERIES: Specialized Experience (for positions at GS-4 or equivalent and above):Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: SPECIALIZED EXEPERIENCE:GS-7: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-6 in the Federal Service (obtained in either the public or private sector). This experience includes preparing plans using Computer Aided Drafting (CAD) system; perform calculations and prepare design for transportation projects; read and interpret drawing, sketches, and charts in order to create and/or revise drawings; perform calculations and prepare designs for projects; make cost estimates for contract projects; conduct on-site inspections; notify contractors of deficiencies and recommend corrections for construction projects; maintain daily project logs; operate surveying instruments for construction surveys; OR EDUCATION: One full year of graduate education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. GS-8: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience includes assisting a supervisor on contractual construction and maintenance projects; prepare lists of materials, supplies, equipment, and manpower on estimated projects for long term budget planning; read and interpret drawings, sketches, and charts in order to create and/or revise drawings; inform supervisor of progress of construction and maintenance projects and recommends changes in accordance to policies and regulations; review design plans to meet criteria and specifications; assist with preparing audit reports for completed road projects; perform final inspection of the project with Tribe, State, or Federal organization. GS-9: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-8 in the Federal Service (obtained in either the public or private sector). This experience includes serving as inspector on contract construction projects; trains and oversees work of lower grade technicians involving sampling and testing procedures of project inspections; prepares daily or weekly reports; calculates daily and cumulative quantities of work and prepares estimates for partial and final payments to the contractors; checks and reviews contractors test results to meet acceptable required specifications for materials; serve as a Contracting Officer Representative or Awarding Official Technical Representative for road construction and maintenance projects. OR EDUCATION: Two full years of higher-level graduate education leading to a master's degree. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
