Duties

Creates, writes and distributes a wide variety of material to communicate information about BLM issues, programs and activities to key publics within established guidelines. Adheres to the policies, procedures, and processes, needed to develop, implement, and sustain internal and external websites and social media presence (Facebook, X (formerly Twitter), YouTube, Instagram, the State Office's public website). Drafts publications in both traditional and digital formats. Develops content for strategic communications plans, leadership briefings, and congressional communications. Develops and maintains professional, proactive, credible relationships with media outlets, including traditional and new media outlets, providing timely, accurate and when possible, news coverage. Works with district staff to provide support to internal NEPA, recreation, wild horse and burro, resources and mineral programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: responding to media questions, developing informational materials, dissemination of information about program, activities, identifying communication needs, performing written and oral communications. OR a related Ph.D.; three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; or a combination of specialized experience and graduate education as described above. To qualify for the GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: developing new ways to communicate organizational message on controversial and sensitive issues, manage complex and controversial issues, develop complete communication plans for office and provide advisory, planning, and technical services to management. Education cannot be used to qualify for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have comple4ted a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is generally sedentary and does not require unusual physical effort. Most of the work is performed in an office setting. Driving a car or pickup truck is periodically required. The work often requires walking outdoors and travel in light aircraft, helicopters, and off-road vehicles. Long work days are occasionally required to meet deadlines and resolve specific problems. Work Environment: Most of the work is performed in an office setting although travel to field sites or other BLM/government offices is often required. Attendance at meetings at night or on weekends is sometimes required.
