The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
The Directorate of Identity Intelligence is seeking a highly-qualified applicant to provide program management for current technology modernization efforts. The primary responsibilities of the Mission Innovation Group is to manage the group's strategic direction in alignment with the broader Identity Intelligence mission, its involvement in IC policy discussions tied to Identity Intelligence efforts, and its crosscutting functions in the directorate involving technological development, training and tradecraft, and data integrity.
Assigned duties include:
Support DII by gathering, coordinating and de-conflicting information technology requirements and priorities across the directorate.
Coordinate and communicate regularly with internal and external peers and counterparts to ensure mission requirements are being met.
Work across directorate to identify and analyze business process interdependencies as they relate to data processing. Perform independent research and analysis to identify the impact of policy changes on technology development.
Identify and correct conflicting and inaccurate data within terrorist identity records, using a variety of traditional and non-traditional intelligence sources.
Identify CT intelligence gaps pertaining to terrorist identities and prepare requirements for and implement methodologies to collect required information to fill the gaps

Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Thorough knowledge of terrorist identities, analysis, compilation, and dissemination.
Thorough knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence research and analysis.
Excellent communication skills including the ability to clearly convey complex information to senior leadership, both orally and in writing.
Thorough ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.
Ability to translate complex, technical findings into an easily understood narrative.
Ability to work well in a team environment stretching across directorates and the center.
Thorough with program management as it relates to technology development.
Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently.
