Duties
Provides advice to senior management staff concerning matters of attaining customer objectives while meeting DCMAS mission
Exercises thorough knowledge and extensive experience to interpret guides, creatively implements initiatives and negotiates contracting compromises.
Establishes appropriate methods to resolve technical problems, and determines satisfactory solutions to complex and controversial issues.
Applies contracting expertise to solve and/or assist with complex and critical assignments that may
include contracts that carry significant cost, schedule and/or technical risks that must be mitigated
across functions and at various levels.
Represents team in interfacing with customer and influential individuals or groups regarding workload acceptance, DCMAS support of customer requirements, technical issues and trends.
Determines and manages organizational resource requirements, in accordance with work projections. Keeps DCMAS Management apprised of work progress and is the technical authority responsible for all assigned contract management matters.
Responsible for planning, supervising, and leading employees (1102 and 1106) in grades through
GS-1102-13 to include Administrative Contracting Officers (ACOs) with unlimited warrants.
Performs Position and Resource Management functions on assigned subordinates including
determining knowledge, skills, and abilities related to work performance.
Oversees visits to contractor/customer facilities to resolve unique problems associated with post award contract administration, payment, canceling funds and/or performance issues.

- This is a acquisition position coded Contracting Professional in Contracting. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 36 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
- This is a designated drug testing position
Qualifications
Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.
Basic Qualification Requirements for Senior Contracting Officials:
A Senior Contracting Official is a position such as a director of contracting, or a principal deputy to a director of contracting, serving in the Office of the Secretary of Defense, the Office of the Secretary of a Military Department, the Headquarters (HQ) of a Military
Department, the HQ of a Defense Agency, a subordinate command HQ, or a major systems or logistics contracting activity in the Department of Defense.
Before a person may be assigned to a critical acquisition position as a senior contracting official, the person must have at least four years' experience in contracting.

Specialized experience includes:
Extensive knowledge of DoD acquisition and life cycle management policies, procedures, and practices.
Experience recognizing and analyzing problems, conducting research, summarizing results, and making appropriate recommendations.
Experience planning and executing complex, multi-faceted projects.
Ability to maintain good working relations.
Experience advising others
In addition to meeting the basic education requirements above,
Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To qualify, you must have one year of specialized experience equivalent to the GS-13 or NH -03 or other pay systems in the Federal service. Applicants must meet minimum qualifications and any other regulatory guidance by the cutoff/closing date of the announcement.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
