The primary purpose of this position is: To serve as a technical consultant on all phases of transportation services operations, and to provide staff assistance/surveillance of all transportation operations. The incumbent is also responsible for developing training for the unit's transportation reservists. Duties

Provides a broad knowledge and assistance to the wing relative to vehicle operations activities. Serves as the focal point for all transportation related matters to include unit vehicle authorizations, Vehicle Control Officer (VCO), pallet and net program, General Services Administration (GSA) vehicle contracts, flightline drivers license, fuels accountability and distribution, transportation deployments, Status of Resources and Training System (SORTS), self-inspection, transportation proficiency training, hazardous cargo training, war reserve material (WRM) etc. Provides vehicle operations knowledge of mobilization and deployment processes including preparation of vehicle shipment plans, planning and evaluating exercises to ensure all required vehicles are available and shipped. Acts as the office of primary responsibility (OPR) for coordinating all off-station/overseas transportation deployments, manages the funds, and monitors accountable tools. Acts as liaison with host wing and contractors participating in the General Services Administration (GSA) Fleet Management Program to ensure needs are being met. These heeds include new leased vehicle procurement planning, replacement vehicle delivery, vehicle accessory requests, vehicle repairs, vehicle misuse reports, mileage discrepancies; accident reporting and cost reimbursement procedures. Analyzes overall fleet operations as to profit and loss and recommends changes to vehicle rates or rotations. Plans coordinates, and manages vehicle rotation program to achieve maximum efficiency and economy. Analyzes overall fleet and equipment operations, financial aspects, utilization standards, and related areas to achieve effective management of transportation operations. Serves as principal action officer and analyst for wing on all transportation planning. Represents the wing at high level meetings and conferences at ACC and AFRC headquarters. Participates in meetings and conferences conducted at higher headquarters for the purpose of settling problems, establishing new policies, and procedures; and advising on effects of changes at the local level.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Position; Transportation Specialist Series 2101. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Example of specialized experience includes Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. A comprehensive knowledge of a wide range of vehicle operations policies, principles and practices in support of transportation support. The work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze and resolve motor vehicle/fleet management, mobilization, General Services Administration (GSA) contract, VCO, flight line drivers license, etc., issues or problems. Broad knowledge of the operations, practices, and policies of transportation program activities as well as thorough knowledge of agency policies and procedures (and in some cases the policies and practices of other agencies) to plan and develop transportation systems or services to satisfy user requirements, or to develop or interpret transportation security policies, procedures, and guidelines. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Broad knowledge of the vehicle operations, practices, organizational structure and functions to be able to develop, integrate and coordinate motor vehicle transportation plans meeting all mission requirements. 2. Practical knowledge of the program planning, budgeting and execution process. 3. Thorough knowledge of agency policies and procedures to plan and develop transportation services to satisfy user requirements, or develop and/or interpret transportation policies, procedures and guidelines. 4. Skill in briefing high level officials to. obtain decisions, in successfully communicating important ideas and requirements, and in writing to develop staff papers, and to prepare and deliver briefings. 5.Ability to identify, analyze and translate complex information, makes appropriate judgments, and evaluates options concerning transportation operations and vehicle maintenance. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
