This position functions as a consultant to Nurse Executives and provides consultant support to other federal clinical programs within the Oklahoma City Area (OCA). The purpose of the position is to provide leadership, direction, and technical expertise in planning, development, implementation, and assessment of the Area nursing program. The incumbent reports to the Chief Medical Officer, OCA, IHS.

Duties

Serves as principal advisor and program consultant for Nursing, Public Health Nursing and other clinical programs. Serves as expert resource on nursing care practices, nursing care standards, accreditation and certification requirements, workload patterns, assessment of competencies and clinical team-building. Establishes and maintains an Area nursing program policy specific to program issues based on new standards, scientific developments, patient care requirements, cultural norms, or quality of care requirements. Conducts Service Unit nursing program and nursing quality assurance program reviews for adherence to Agency, Area, and Service Unit policies and accrediting body standards. Provides direction and supervises assigned staff. Assigns and directs the work activities, evaluates performance, and identifies training needs of the staff. Monitors Area nursing recruitment plans. Represents the Area Nursing Program on National Committees and Workgroups, academic institutions, state and local agencies and organizations.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENTS: Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. AND Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (Applicants must list their license number on their resume, along with the expiration date, OR submit a copy of their Nursing license that includes the expiration date. Acceptable verification of licensure includes a print out from a State Board of Nursing website [or other applicable license verification website that reflects your licensure status].) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. GS-14: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: Organize and manage the nursing service program of a medical facility; prepare work performance plans, schedules, and evaluated work performance of subordinate staff; implement and maintain accreditation requirements; provide leadership and direction to a nursing program ensuring proper health care management, evidence based practice, safe and quality patient care; and provide technical guidance to nurses and other clinical staff on nursing care practices and standards. Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
