Duties

Briefs FD management, Agency senior leadership, Headquarters staff and the Executive Steering Committee (ESC) and professional staff. Collaborates with FD management, Headquarters Assistant Directors, and Federal authorities in developing appropriate actions and milestone plans to accomplish Agency strategic plan goals and objectives. Provides input to and supports the Executive Steering Committee (ESC) activities with the development and implementation of the emerging and changing Agency strategic plan, goals and objectives. Monitors and reports on activities while considering auditing and non-auditing areas and cross-functional issues. Developing and executing action plans as a result of survey analysis; tracking corrective action plans; and assessing quality issues. Addresses and evaluates critical, complex, sensitive and/or long- standing audit problem areas of great importance to Field Detachment (FD) leadership. Recommends the development of new or improved methods, processes, and enhancements to improve audit operations.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Ability to conduct substantial studies involving major auditing programs for the Field Detachment to implement and improve existing programs and address new initiatives. Intimate understanding of the vision, goals, objectives, priorities, special interests, and preferences of Agency leadership and FD initiatives and programs under their purview. Comprehensive knowledge of Government internal control regulations and procedures sufficient to effectively monitor FD compliance matters. Comprehensive knowledge of sound management principles, theories, and techniques, including those that lead to improved processes and enhancements to improve the FD's audit operations. Skill in written and oral communications sufficient to function as a key advisor to the FD's management team and to present findings and recommendations in a clear and concise manner. Ability to develop written products to articulate, interpret, and explain highly complex, potentially controversial and/or important technical audit and operating issues and recommend program improvements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
