DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
Duties
This position is located within TASMG Projects and may be extended or terminated at the discretion of the TASMG Commander.
JOB SUMMARY: The purpose of this position is to manage the quality control function at the AVCRAD.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to:
Plans, establishes and supervises the quality assurance and quality control operations and procedures as prescribed by various Army, NGB and aviation related directives.
Manages a technical advisory service on quality assurance and quality inspection matters.
Participates as team chief in investigation of aircraft accidents, technical assistance and instruction team visits.
Directs preparation and submission of reports on aircraft acceptance inspections, in-progress and final inspections. special and courtesy inspections, man-hour and parts costs as they affect the extent of crash damage and determination of repair or salvage, maintenance and materiel defects contributing to aircraft accidents.
Performs maintenance operation checks (MOCs) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair or replacement of components or aircraft systems.
Requirements

- Must be able to obtain and maintain a secret security clearance.
- Must possess a valid state drivers license.
Qualifications
MANDATORY QUALIFICATION REQUIREMENTS: Must possess Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities).
GENERAL EXPERIENCE: Must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.
Must possess a minimum of 500 flight hours.
Must be a graduate of the Maintenance Test Pilot (MTP) course from an Army/ARNG flight school.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
Experience in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in the Air National Guard Operations Groups.
Experience in operating a specific main-frame military aircraft, mission planning, and mission preparation.
Experience in reviewing and analyzing mission tasking, intelligence, and weather information.
Experience in filing flight plans and conducting crew briefings.
Experience in aircraft preflight inspections, aircraft loading, and equipment assessments.
Experience in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance.
Experience in conducting or supervising the training of crew members in simple to complex mission specific tasks.
Experience in developing plans and policies, monitoring operations, and advising commanders.
Experience demonstrating knowledge in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures.
Experience in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the make-up, interrelationships, and installation of a variety of rotary wing aircraft systems, assemblies, structures and surfaces.
Knowledge of all phases of quality assurance procedures and technical inspections on aircraft and aircraft components.
Knowledge of technical manuals, technical bulletins, aviation and Army regulations, procedures and methods governing aviation maintenance, requisition, receipt, storage, handling, shipment, preservation, packaging and inspection of materiel; Hazardous Material, Physical Security, Safety Programs.
Knowledge of established techniques, regulations, requirements and procedures related to the operation of an Aviation Maintenance Activity.
Skill and knowledge to identify problem areas, to recommend corrective action, to provide technical data as required, and to develop reports on quality level achieved.
Knowledge of maintenance related safety practices, procedures and OSHA requirements.
Skill in applying DOD and Army regulations, pamphlets, standing operating procedures (SOPs), letters of instruction, scopes of work, policy statements and other guidelines.
Knowledge of aviation equipment, facilities and maintenance repair, supply systems and procedures.
Knowledge of aircraft operation and safety procedures to evaluate and make recommendations on airworthiness of repaired or modified aircraft.
Knowledge and use of automated Aviation and logistical processes.
Knowledge of the organization's mission, policies and requirements sufficient to oversee the aviation maintenance program to ensure mission readiness of units on the installation.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

UNIT OF ASSIGNMENT: Any aviation unit within state
SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
