Duties
You will serve as the Safety and Occupational Health Manager in Facility Sustainment and Safety Division; Facilities, Maintenance and Logistics Management Department of Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC).
You will plan, develop, organize, administer, evaluate, and coordinate a consolidated safety program for all subordinate commands and detachments at NCTAMS PAC and other commands serviced in the support agreement.
You will outline work and safety programs to be accomplished by command, department, and divisional safety representatives, set and adjust long term goals, and prepare schedules for completion of work.
You will act as the principal and technical expert to the NCTAMS PAC Commanding Officer on all matters relating to safety programs.
You will administer workplace inspection, investigation, consultation, training, safety programs, and associated recordkeeping requirements.
You will ensure compliance and enforcement of laws, rules, regulations, and standards applicable to managed safety programs.
You will administer an aggressive safety and health training program and ensure that personnel receive required/applicable training on safety programs.
You will manage the budget and fiscal resources for support of assigned safety programs.
You will screen all Personal Protective Equipment purchases to ensure compliance.
You compose letters and special reports as requested by the Commanding Officer or Fleet Cyber Command regarding safety program issues.
You will serve as the Chairperson on Occupational Safety and Health (OSH) Policy Council Committees.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience managing a safety and occupational health program and achieving compliance with laws, rules, and regulations.
-Experience implementing and managing a data management system used to record, monitor, assess and measure safety programs such as Enterprise Safety Application Management System (ESAMS) or similar systems.
-Experience overseeing all Safety and Occupational Health inspections, assessments, and reviews.
-Experience validating program compliance, driving deficiency resolutions, and conducting incident mishap and near-miss investigations.

Applicants may substitute the following level of education for the specialized experience, provided it demonstrates the knowledge, skills, and abilities necessary to do the work of the position and is directly related to the work of the position:
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
