This position is located within the Bureau of Land Management, California State Office in Sacramento, CA. Duties

Serves as the Aquatics Program Lead for the Bureau of Land Management in California and Northwest Nevada regions. Serve as the technical expert for the Aquatic Habitat program, including fisheries, hydrology, and riparian habitat, and represent BLM CA at the national level and to outside organizations. Build and strengthen a complex program including hydrology, fisheries, and riparian management covering ecosystems from the Sonoran Desert to redwood forests and valley floors to mountain tops. Coordinate projects with other State Office Program Leads, District and Field Office staffs, Headquarters, other federal, state, tribal, and county government agencies, university researchers, citizen scientists, and the public. Develop program budget to include developing plans for out-year and annual budgets, identifying and developing alternative funding strategies, tracking expenditures and accomplishments, and interpreting and applying laws and policies. Ensure program goals and objectives are met, make recommendations to management regarding the development and implementation of programs. Advise land managers and staff on aquatic habitat issues and potential solutions. Provide interpretation of laws, policies, and regulation related to aquatic systems and natural resources management, oversight, guidance, and training to specialists for state-wide consistency. Work with an interdisciplinary team to address perennial water management issues including water supply, drought, and climate change. Review complex planning documents for technical accuracy and adequacy.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples: To qualify for the GS-12, in addition to the IOR, you must have at least one year of specialized experience equivalent to the GS-11. Examples of specialized experience may include: work at the Field or District Office level (or equivalent) in one or more of the following programs: hydrology, fisheries management or fish biology, hydrogeology; riparian management, riparian restoration, or other related fields. Experience that includes project level budgeting or acquiring non-appropriated (grants or outside) funding. Experience in Aquatic system restoration, hydrologic (surface or groundwater) modeling, fisheries consultation. Participating in NEPA planning at a complex EA level. Identifying emerging issues and developing potential solutions. Maintaining an existing data management system. Serving as a trainer for individuals within an aquatic program area. To qualify for the GS-13, in addition to the IOR, you must have at least one year of specialized experience equivalent to the GS-12. Examples of specialized experience may include: Work at the District, Region, or State level (or equivalent) in one or more of the following programs: hydrology, fisheries management or fish biology, hydrogeology; riparian management, riparian restoration, or other related fields. District program level budget experience including budget development, tracking, and execution. Working as a key staff member for an EIS team. Negotiating with partners to resolve complex issues. Teaching or training groups of professionals on various aspects of an aquatics program as a technical expert. Published papers in peer reviewed journals. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work is sedentary but may require some field work. Field work may consist of physical exertion when walking, climbing, or carrying equipment though rugged terrain or harsh environmental and weather conditions. Work Environment: Most work is performed in an office setting. Field work may vary and depending on season, may experience extreme temperatures, a variety of landscape such as desert or mountains with steep and rugged terrain. Travel to remote areas on foot or vehicle, including off road/all terrain vehicles, under a variety of climatic conditions and elevations. Other travel may include by vehicle, or commercial or government aircraft.

Education

This position has an individual occupational requirement. To be considered for the series you are applying for you must meet the below requirements:

401 Series:

• Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

or

• Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

1301 Series:

• Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

• Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
