This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will serve as the Chief Appraiser for the Department of the Interior and senior technical valuation advisor to the Director and Deputy Assistant Secretary.
Duties
Serves as the agency's technical authority in the application of appraisal requirements across a wide range of properties and interests ensuring that all work conforms with legal, regulatory and policy requirements and works to resolve conflicting and unusual valuation issues.
Oversees consultations and collaboration regarding appraisals and the appraisal process with Agency leadership, solicitors, non-governmental organizations, and professional organizations.
Develops policies and procedures on national issues and provides oversight and guidelines to staff ensuring valuations are preformed consistent across the agency.
Approves all requests for legal opinions or instructions related to valuation assignments and evaluates legal instructions for their appropriateness.
Determines qualifications and competency for staff and fee appraisers preparing valuation products for review, for appraisals conducted pursuant to ITARA, and for appraisers completing work for federal assistance programs within agency bureaus and offices.
Responsible for the management of personnel for the Technical Services Division to include day to day supervision, completing performance and progress reviews, determining training needs, alignment of staff and providing opportunities for professional development.
Provides training for staff and contract appraisers and bureau realty staff on the Federal appraisal process in order to ensure quality products.
Qualifications
At the GS-15 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to the following: extensive experience reviewing appraisals of unique property types and complex appraisal problems; demonstrated ability to collaborate with agency and political leadership, clients, partners, and members of the public; demonstrated ability to communicate controversial or complex policy and standards to a variety of audiences, both verbally and in written formats; experience drafting policy and guidance documents implementing laws and agency standards; experience supervising staff in multiple locations. Must possess valid/current State Driver's license and Certified General Real Property Appraiser's license issued by a state which is current and without restriction. A professional appraisal designation or accreditation meeting DOI policy is required.

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is:
SPF (1): Must possess current General Real Property Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA). Applicant must provide a copy of your current certificate with your application in order to be considered.
SPF (2): Must hold a professional appraisal designation or accreditation that requires classroom training in appraisal practice and experience requirements approved by the Appraiser Qualifications Board, as well as a demonstration appraisal report or appraisal review report, and a comprehensive qualifying examination complying with DOI policy.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
