The primary purpose of this position is to provide effective management and directorship of the administrative, financial and technical aspects of the assigned environmental program(s).
Duties
Provides extensive environmental management expertise to support assigned environmental projects through application of professional knowledge and skill in environmental and engineering practices, processes, and techniques (see Environmental Program Checklist).
Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
Coordinates curricula and training for assigned program areas at the installation.
Provides advisory services on problems, issues and projects in assigned program areas (see Environmental Program Checklist).
Regular and frequent inspections of permitted facilities, preparation of annual EPCRA reports, customer service & oversight of basewide hazardous material tracking database, assistance with annual reconcilliations, and oversight of contractor support operations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The work may require the employee to drive a motor vehicle. An appropriate driver’s license may be required for the position.
- May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
- May be required to obtain job-related certifications such as HAZWOPER, DOT, and HAZWASTE.
- May be required to perform wildland and controlled fire land management activities IAW the National Wildfire Coordinating Group training requirements.
- Work activities include exposure to the outdoor environment with exposure to variable weather conditions, unstable surfaces, hazardous materials, moderate physical exertion, and environmental hazards such as insects and wildlife.
- This position may require travel.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

COMBINATION OF EDUCATION AND EXPERIENCE:
college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering

SPECIALIZED EXPERIENCE:
Applicants must have, or within 90 days op the closing date will have, at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include: (1) basic knowledge of environmental management principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects.; and (2) general knowledge of and/or experience with troubleshootingenvironmental problems requiring investigation of unsanitary or questionable conditions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of environmental management and engineering principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects (see Environmental Program Checklist).
2. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects (see Environmental Program Checklist).
3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.
4. Ability to establish effective working relationships with others.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
