This position is located with the Information Technology Branch at the Tohatchi Health Center in Tohatchi, NM. The Primary purpose is to serve as the point of contact to evaluate, install, troubleshoot, and administer software and hardware needed to support applications programmed for the IHS Resource Patient Management System (RPMS), and the Electronic Health Record System (EHR). This position supports the medical and administrative network applications for Tohatchi Health Center.

Duties

Responsibilities for the implementation and support of multi-service software packaged that automate the capture of clinical encounter information and its subsequent retrieval. Coordinates implementation of new software products obtained by the facility that cover these functions. Analyzes and evaluates processes related to information flow. Works with various departments and their staff in the refining and evaluation of existing health-related software modules and programs. Maintains awareness and comprehensive understanding of all clinical software activities throughout the service unit. Serves as primary contact regarding the Health Center RPMS, AIX, and EHR systems including hardware, software, and application programs. Determines what support system software is required, performs, feasibility studies, and implements a course of action. Provides technical support and maintenance for Windows and servers to achieve the implementation of upgraded applications, database files, user files, and installation of network printers. Provides technical support, management, and first line troubleshooting of Local Area Network (LAN) switches, including the LAN CORE switch stack and edge routers. Responsible for maintaining the Electronic Health Record (EHR) Graphical User Interface (GUI) server, personal computer systems, and laptop computers within the Health Center with a primary focus on service of information technology infrastructure.

BASIC REQUIREMENT(S): This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. -OR- Experience Must be IT related; the experience may be demonstrated by paid or unpaid experience and/ or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Work experience in a health care information technology environment, installing, configuring, upgrading, and troubleshooting hardware and software components. Knowledge Windows operating systems to include server editions, Microsoft Office applications, other programming environments and LAN/WAN protocols. Experience in data validation techniques and the total quality management concept and the requirements for quality management to assure compliance with CMS accreditation standards. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
