Duties
This role serves as a Special Environmental Advocate to eliminate, avoid and/or minimize environmental concerns and ensure compliance with these environmental programs: The Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Toxic Substance and Control Act (TSCA), Pollution Prevention (P2) and other areas.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Providing program support / assists with the control and management of various environmental program areas and activities such as the following: pollution prevention / waste minimization / environmental stewardship, solid / hazardous / universal waste management, used oil management, air permit and emissions management, storm water management, waste water treatment and discharge management, spill prevention and response, natural and cultural / historic resources management, environmental planning, management of environmental liabilities, and support of environmental remediation. - Assisting with the corrections of deficiencies for assigned program areas and activities that involve a wide range of environmental laws and regulations. - Conducting inspections of facilities and equipment, internal audits of installation activities and operations, reviews of operating records and data, sampling and analysis, and oversight of contractor project work to identify areas of concerns / environmental compliance risks, and opportunities for enhanced environmental sustainability.- Training and educating personnel at all levels on regulation requirements, environmental protection matters, sustainability efforts, and environmental program goals and objectives – develops formal / informal training programs and procedures; documents results.- Conducting inspections of facilities and equipment, internal audits of installation activities and operations, ensures hazardous waste storage facilities/areas and hazardous material distribution centers are properly managed.- Developing technical reports and position papers on environmental issues and concerns.- Managing program resources; developing budget requests and supporting documentation and justification for program resource requirements.

Qualifications
Qualifications for GS-11: Applicants must possess at least one year of specialized experience equivalent to at least the GS-09 level in the federal service;OR Ph.D. or equivalent doctoral degree;OR 3 full years of progressively higher level graduate education leading to such a degree:OR LL.M., if related. Education and experience may be combined to meet experience requirements.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Managing environmental programs ensuring that the governing laws are abided; evaluating, obtaining and maintaining required permits; identifying, developing, implementing and tracking plans related to environmental impact and risks; researching information, preparing reports and following up on findings fo noncompliance notices of violations; evaluating reports of mold and arranging local or contacted remediation.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. *Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
