The Quality Assurance Specialist for the Environmental Management Service (EMS) at the John D. Dingell VA Medical Center - a VHA complexity 1c facility and supported catchment area, Veterans Health Administration. The facility title for this position will be Quality Assurance (Training) Specialist.
Duties
The primary purpose of the position is to develop, implement and maintain a comprehensive Quality Assurance Program encompassing review and oversight of all EMS operational functions and programs to maintain a safe, therapeutic and supportive healing environment.
The Incumbent will serve as the primary technical representative for compliance and oversight of all EMS operational functions and programs to include all contracted services. He/she will in coordination with EMS management develops a comprehensive Quality Assurance Program. Incumbent is responsible for monitoring, inspecting and documenting functions of all operational segments of EMS to ensure efficiency, productivity, and compliance in accordance with the Department of Veterans Affairs mission. Incumbent will serve as advisor to the Service Chief on all aspects and matters as pertaining to EMS Quality Assurance Program.
The incumbent provides innovative and expert consultant services. Incumbent will be required to participate and be active member of multiple facility committees. Incumbent shall serve as service Safety Representative and coordinate with facility Safety Department.
Incumbent performs quality assurance work that involves systematic prevention of deficiencies. Incumbent shall address unsatisfactory conditions and/or deficiencies in service operation. Incumbent will investigate and analyze areas of concern and provide recommendations for corrective actions. Incumbent will develop and maintain as a component of Quality Assurance Program, a comprehensive inspection regiment to be utilized by supervisory staff.
Incumbent will meet with supervisory staff to provide feedback .Incumbent in coordination with service Contracting Officer Representative (COR) will monitor, inspect, and document performance of contracted services. He/she will monitor and document vendor/contractor time and attendance, training records, adherence to technical procedures and maintenance of contractual frequencies.
The incumbent will develop a comprehensive training curriculum, provide instruction, review training curriculum and modify course content as needed. Instruction and training are provided to both Supervisory and Front-Line Staff in all aspects Sanitation, Waste Management, Recycling, Linen/Textile Care operations, Pest Management, and Infection Prevention protocols. Participants in Compensated Work Therapy (CWT) Program working in EMS. Incumbent serves as the primary educator for EMS. Incumbent conducts service level orientation for all EMS new hires and CWT. He/she is responsible for establishing standardized proficiency and competency criteria for all EMS positions. Incumbent shall recommend educational initiatives.
Incumbent manages all aspects of training program providing didactic classroom instruction in conjunction with hands on healthcare facility training to maintain and improve employee competency, efficiency, safety, productivity, and adherence to all VHA, VISN, facility, service level policies, regulations, and directives. He/she shall develop and utilize varying training techniques to address unique requirements of training a service with a vastly varying demographic of diversity amongst its staff. Incumbent shall evaluate training and education outcomes. He/she will be responsible for identifying and reporting performance issues with staff to appropriate supervisory and/or management staff .
The Incumbent obtains pertinent information as it pertains to EMS Quality Assurance and Training by developing and maintaining lines of communication. He/she shall conduct literature-based research on emerging infection control policies, industry technological advancements and operational best practices. Incumbent is responsible in the development of training curriculum to incorporate examination and assessment tools to measure coursework comprehension. Develops and utilizes testing and evaluation tools to validate proficiency. Recommends criteria to identify gaps in learning comprehension and creates opportunities.
Incumbent shall be responsible for developing tailored training plans for employees placed under a Performance Improvement Plan (PIP) and gauge success of established plan in correcting deficiencies in performance and report progress to supervisor. He/she will be responsible for Talent Management System (TMS) compliance for service. Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements:
Education: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience include:
Reviewing production activities and capabilities considering contract quality requirements.
Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

Education: To qualify at the GS-11 you must have successfully completed a Ph.D. or equivalent doctoral degree, or (3) three full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Health Education Specialist position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
