A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Diversity and Inclusion The following are the duties of this position at the full working level. Negotiates training requests from customers, including senior leadership of IRS, business units and stakeholders to develop and execute a diversity program or presentation that aligns with IRS/business units' strategies and metrics. Serves as a trusted subject matter expert and source for diversity and inclusion educational services on the most complex and sensitive diversity and inclusion matters, including, EEO, reasonable accommodation, anti-harassment, or other areas as determined by the agency. Influences and executes strategies beyond the incumbent's positional 'advisory' role. Analyzes Service-wide diversity and inclusion strategic business objectives and recommends, develops and prototypes alternative learning approaches and applications. Establishes measures to capture business benefits, including initiatives to improve employee engagement. Prepares recommendations and implements project plans to meet long and short-range business goals. Identifies opportunities for collaboration on diversity and inclusion initiatives across IRS/assigned business units, establishing and maintaining relationships; sharing and extending programs; and identifying best practices that will incorporate diversity and inclusion in training material. Develops and articulates a sound business case for diversity that includes education and awareness at all levels of the organization. Develops and tracks diversity and inclusion education, marketing and communication strategies, using both qualitative and quantitative analysis, to monitor and evaluate impact and return on investment of diversity and inclusion programs. Analyzes program effectiveness, including customer satisfaction, and makes recommendations for program enhancement and improvement.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrated professional understanding of diversity and inclusion concepts, principles, theories, and methodologies sufficient to provide authoritative advice and guidance to management relative to incorporating program strategies into operational processes. To be qualifying, your experience must be sufficient to demonstrate an extensive knowledge of, and skill in applying: Analytical and evaluative methods and techniques in assessing a full range of circumstances and complexities associated with diversity and inclusion issues and group dynamics; and Change management principles and methodologies necessary to effectively align diversity and inclusion initiatives and manage implementation. You must be able to clearly demonstrate experience whereby you applied a comprehensive understanding of core business strategies and the ability to incorporate diversity and inclusion concepts in achieving overall program goals and demonstrated a wide range of experience in diversity and inclusion, human capital, and change management techniques. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
