Duties

Serve as a main point of contact for new hires and ensure all pre-employment requirements are met and personnel documents are accurate. Obtain, scan and upload documents into an automated records system. Receive and process a large volume of personnel actions in an automated system. Review for completeness and compliance with appropriate regulatory and policy requirements. Prepare reports and queries from an automated system. Interact with employees, applicants, supervisors/managers, and the public.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. GS 05: You must possess one (1) full year of specialized experience at or equivalent to the GS-04 level that is equivalent in difficulty and complexity. Specialized experience includes but is not limited to providing administrative support for an office that includes using a variety of automated programs to enter and store employee information, create documents, etc.; drafting correspondence and other documents; reviewing documents for completeness and compliance with established guidelines; and using office automation software (including spreadsheet, word processor, and e-mail) to update, maintain, and track information and prepare correspondence, reports, and other documents. -OR- Education: Have completed four (4) years of education above high school leading to a bachelor's degree in any field for which high school graduation or the equivalent is the prerequisite. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. GS 06: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity. Specialized experience includes but is not limited to processing personnel actions using an automated processing system; explaining personnel processes or procedures to external customers; maintaining personnel folders; assisting employees with completing in-processing forms, benefit election forms, and/or other similar personnel documents. -OR- Education: Successful completion of one (1) full year of graduate level education in Human Resources Management. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS 07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity. Specialized experience includes but is not limited to using an automated personnel or payroll processing system to enter employee data and process personnel actions; using an automated database to generate personnel and/or payroll reports; assisting employees with completing in-processing forms; calculating service computation dates and within-grade increase eligibility; researching personnel rules and regulations using standard guidance (i.e., The Guide to Processing Personnel Actions, Code of Federal Regulations, etc); and communicating information about personnel matters to employees and supervisors/managers. -OR- Education: Successful completion of one (1) full year of graduate level education in Human Resources Management. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
