In this position you will evaluate, plan, and coordinate required activities in Emergency Preparedness Planning and Execution; HSPD-5, Management of Domestic Incidents; PPD-8, National Preparedness; PPD 21 Critical infrastructure Security and Resilience; Executive Order (EO) 12656, "Assignment of Emergency Preparedness Responsibilities"; the National Response Framework; Presidential Policy Decision (PPD) 40, "National Continuity Policy"; and Federal Continuity Directives -1 and -2.
Duties
Major duties for this position include but are not limited to:
Provide technical advice in areas such as: Continuity of Operations (COOP), Continuity of Government (COG), Emergency Operations Center (EOC), Communications Security, Critical Infrastructure Security and Resiliency (CISR) and oversight of the Training, Test, and Exercise (TT&E) programs.
Assist in the management, development, and execution of agency-wide Emergency Management plans and programs.
Apply knowledge of current national security programs and understanding of Administration policies and objective to make recommendations on areas that need improvement.
Provide leadership with detailed data, metrics, and audit information on adherence to policies and processes.
Provide technical support to Emergency Management Center staff in all operational and preparedness program areas.
Train senior leadership and emergency management personnel on COOP, COG and TT&E processes as it relates to continuity response, recovery, devolution, and reconstitution.
Evaluate, plan, and coordinate essential activities in the Emergency Preparedness Planning and Execution.
Develop, coordinate, and implement agency wide emergency preparedness policy.
Manage the Continuity of Government (COG) and the Continuity of Operations (COOP) plans.
Plan and execute facility COOP projects for example, building construction and installation of electronic equipment.
Build and maintain working relationships with emergency coordinators across agencies and with external partners in COOP, COG, TT&E.
Recommend processes and best practices to enhance agency emergency management policies and practices department wide.
Act as liaison and representative on internal and external committees and work-groups dealing with national security, homeland security, emergency management, emergency communications, and COOP, COG, and TT&E matters.
Ensure the department, agency, and emergency management center plans, procedures, property inventory and vital records remain up to date.
Assist in developing and maintaining plans that provide guidance for establishing essential functions and ensuring headquarters operations and emergency resources continue with minimal disruption during emergencies.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate must possess OR be eligible to obtain a Top Secret/Sensitive Compartmented Information (SCI) clearance.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for the Emergency Management Specialist position, as described below.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized Experience for this position is defined as:
Experience providing technical advice on Continuity of Operations (COOP) and Continuity of Government (COG) programs within an agency or an emergency operations center.
Experience providing oversight of the Training, Test, and Exercise (TT&E) programs within an agency or an emergency operations center.
Experience developing and producing Eagle Horizon exercise documents such as Exercise Evaluator Guide (EEG), Master Scenario Events List (MSEL), and exercise After-Action Report-Improvement Plan(s) (AAR-IP).
Experience planning and coordinating essential activities and/or oversight of the Training, Test, and Exercise (TT&E) programs, this includes development of Exercise Plans (ExPlans), multi-year training plan and/or integrated preparedness plan.
Education
There is no substitution of education for experience at the GS-13 level for this position.
