This position is located within the Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Health Care System (CVHCS), at the Fredericksburg Health Care Center (FXHCC). This position functions as the Secretary to the Deputy Associate Director of Patient Care Services (ADPCS) for the Fredericksburg Health Care Center.

Duties

Duties includes but not limited to the following: Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the public. Responds to administrative problems brought to the supervisor's attention by members of the staff or management officials within or outside the agency. Interacts with the medical center affiliate - Virginia Commonwealth University and Department of Defense (including a sharing agreement covering VISN 5 and VISN 6. Territory is expanded to West Virginia, Washington, Maryland etc. to ensure all necessary communication and appointments are handled and arranged. Screens all calls and visitors, answering most questions and completing most business involving established policy or routine matters without referring people to the supervisor. Notifies the appropriate subordinate management official of the need for information or recommendation, and either prepares the responses or follows up to ensure a timely response by others. Keeps knowledge of all confidential information private. Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Signs correspondence and certain procedural authorizations in the name of the supervisor when previous instructions have covered the matter. Reviews all publications, directives, and periodicals, and brings those of significance to the supervisor's attention. Assists the Deputy ADPCS by compiling task specific Human Resources, Staffing, Workload, Insurance Capture, Encounter, Compensation and Pension, Utilization Review. Schedules appointments, coordinates meetings, and/or schedules conferences for the Deputy ADPCS, bringing potential conflicts to the attention of the supervisor. Performs several administrative support duties, such as making extensive travel arrangements, arranging schedules of visits, making reservations, notifying organizations and officials of planned visits and submitting appropriate travel vouchers and reports. Serves as timekeeper for staff assigned to the Deputy ADPCS and alternate timekeeper for the Office of the Assistant Director/HCC Administrator. Acts as office manager for the Deputy ADPCS's office and ensures that the practices and procedures used by secretaries in subordinate offices are consistent with those of the Deputy ADPCS's office. On own initiative, recommends changes in administrative policies. Other duties as assigned. Preferred Experience: Independent team player, proficient in Microsoft office including Outlook, Power Point and Excel. Experience with meeting transcription and meeting management. General office Management (supplies and equipment inventory management). Confidential document management, organizational and time management and skill. Attention to details and accuracy and strong verbal and written communication skills. Customer service experience, with the ability to multitask with proactive solving skills. Experience within a healthcare environment and the utilization of healthcare terminology and technology. Administrative duties as assigned. Experience with schedule management, and use of team's program, supports other Executives Secretary demands as needed. Work Schedule: Mon-Fri 8:00AM-4:30PM Telework: Ad hoc. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the substantive programs of the hospital as they relate to the hospital's clerical and administrative functions. Professional skills on telephone and in-person with Veterans, visitors, staff, and volunteers. Knowledge of grammar, spelling, punctuation, and required formats. Knowledge and ability to use general office equipment, i.e., computer, calculator, transcriber, etc. A qualified typist is required. Skill in operating a computer and office software, including PowerPoint, Spreadsheets, word document and applications. Skill in advising and instructing secretaries in subordinate organizations concerning such matters as directives, policies, reports, correspondences, training, and telephone procedures. Typing proficiency: This position requires Office Automation (OA). Candidates must have the ability to type a minimum of 40 words per minute. You will be rated on the following Competencies for this position: CommunicationsComputer SkillsManages and Organizes InformationOrganizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is normally sedentary. Typically, the incumbent may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work. The work environment involves everyday risks or discomforts and requires normal safety precautions typical of such places as office, meeting and training rooms, libraries, or commercial vehicles. The work area is adequately lighted, heated, and ventilated.
