Duties

Summary: The primary purpose of this position is to serve as Chief, Child Development Center (CDC) in managing a complete child development/preschool program with responsibility for planning, administering, supervising, carrying out, and evaluating early childhood development programs designed to promote children's physical, social, emotional, and cognitive growth; to provide a variety of developmental services to assure the basic health, safety, and well-being of dependent children; and to oversee financial management, personnel management, facility management, and food service operations. Duties: Supervises the workforce: communicates and integrates the organization's strategic plan, mission, vision, and values into team strategies, goals, objectives, work plans, and work products and services. Ensures quality care for children: plans and implements a complete childcare program, which provides quality care for children ages 6 weeks through 10 years. Supports and participates in quality initiatives: motivates staff members to improve methods, accuracy, and quality of service. Participates in special projects and initiatives and performs non-routine assignments: participates in or performs special projects, studies, and assignments that are not regularly required or ongoing in nature.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • May occasionally be required to work other than normal duty hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
  • Employee must successfully complete training requirements identified for the position, such as Cardiopulmonary Resuscitation (CPR) and First Aid.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a bachelor's degree (or higher degree) that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. Note: you MUST submit a copy of your transcript(s). OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of education and experience which includes courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: you MUST submit a copy of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems which includes managing a large, complex child development program offering a wide range of services, in a variety of settings. Examples of specialized experience must have been in group childcare or other work that demonstrates the ability to: 1) manage the operation of a childcare center; 2) select, train, and supervise childcare and preschool employees, family childcare providers, or other care-giving adults; 3) develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs; 4) work with individuals and groups to solve complex problems related to the care and education of children. OR EDUCATION: Applicants have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of education and experience to qualify for this position as long as the computed percentage of the requirements is at least 100%. Note: you MUST submit a copy of your transcript(s). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child and youth development and education principles, norms, behaviors, growth patterns, and procedures to develop meaningful program services, and establish criteria for developmentally appropriate child activities, determine requirements for program materials and equipment, and develop curriculum plans and activities which promote the physical, social, emotional, and intellectual growth of children at various ages, with a variety of needs, and in different settings. 2. Extensive knowledge of a wide range of principles, concepts, practices, and methods to improve the accessibility and quality of programs and establish program/policy goals, structure, and the course of action necessary to meet AF and DOD requirements and strategic vision. 3. Knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the organization's mission, as well as higher headquarters policies and principles applicable to financial indicators, corporate standards, and performance measurements. 4. Knowledge of the major issues, program goals, objectives, work processes, and administrative operation of assigned organizations, and the program requirements related to fire safety, health and sanitation, food service, and nutrition information. 5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues in the program area. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
